This position is a Management and Program Analyst located in the Veterans' Employment and Training Service (VETS), Office of National Programs (ONP).
This position is inside the bargaining unit.
This is not a virtual position.
Duties
Serve as a technical representative for grants/contracts management in the areas of special demonstration, research and technical assistance on applicable statutes, regulations, and policy.
Provide guidance and direction in the development and establishment of rules and regulations, monitoring and oversight of program performance, management and fiscal expenditures of grant/contracts.
Develop linkages with state and local governments, nonprofits, community and faith-based organizations and federal partners that support and crosswalk with VETS initiatives and programs.
Prepare directives for use by the field staff to provide guidance reflecting the Departments and Agencies policies and to clarify relationships with other components tin order to fulfill the mission.
Develop training curricula, procedural and other necessary materials used to implement programs and conducts training sessions for the National Office and field staff and other interested parties.

Requirements

- Candidate required to obtain the necessary security/investigation level.
- Requires a probationary period if the requirement has not been met.
Qualifications
You must meet the Specialized Experience to qualify for Management and Program Analyst, as described below.
Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level.
Specialized experience is defined as:
Experience in implementing and managing grants and providing grants-related oversight of compliance with grant execution according to the mission and regulations of the program.
Experience performing standard grants administrative tasks, such as financial and accounting reconciliation, resolution of any adverse audit findings, and requirements for grant closeout processes.
Experience in performing pre-award tasks, such as developing solicitations and making recommendations to resolve problems in the solicitation after publishing.
Experience with interpreting and applying Federal laws, regulations, and other requirements to grants and explain grant life cycle responsibilities to various stakeholders.
WRITING SAMPLE: Applicants will be required to complete a Writing Sample during the interview process.
