This position is located in Yellowstone National Park, in the Yellowstone Center for Resources. The primary purpose of the position is to serve as an Environmental Protection Specialist performing analytical and project management work in support of the Park's Environmental Compliance Protection Program.

Duties
Career-Seasonal appointments are permanent positions and include the same benefits as Career appointments but do not provide work on a year-round basis. You will work approximately 11.5 months per year from January to mid-December. You will be placed in a non-pay status for the remainder of the year.
The major duties of the Environmental Protection Specialist position include, but are not limited to the following:
Serve as National Environmental Policy Act Project Manager for environmental compliance related to flood recovery, infrastructure improvements and repair related to the 2022 flood in Yellowstone National Park.
Serve as coordinator and liaison between other federal, state, and local partners and cooperating agencies for flood recovery compliance projects.
Serve as an integral member of interdisciplinary teams responsible for flood recovery and infrastructure repair related to the 2022 flood in Yellowstone National Park.
Report directly to the Compliance Branch Chief within Yellowstone Center for Resources and interface frequently with subject matter experts within all disciplines.
The Compliance Branch is responsible for environmental compliance and research.
Duties will be developmental in nature when filled below the full performance level.

Area Information: Park headquarters is located in Mammoth Hot Springs in Yellowstone National Park. Elevation at Mammoth is 6,200 feet. Temperatures vary from an average of 70 degrees Fahrenheit in summer to sub-zero at times in winter. A school is available, with kindergarten through 12th grade, in Gardiner, Montana, five miles north of headquarters. Free bus transportation is provided for school children between Mammoth and Gardiner. Many community facilities such as stores, a drugstore, day care, motels, and restaurants are available in Gardiner. A medical clinic is available in Mammoth. Qualifications
All qualifications must be met by the closing date of this announcement-06/24/2024-unless otherwise stated in this vacancy announcement.
Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 for each federal position listed as part of your application to be used to validate your work schedule and determine the amount of qualifying experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience. Failure to adequately provide information needed to determine number of hours worked in each position may result in that time not being credited when evaluating qualifying experience.
For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected.
To qualify for this position at the GS-11 grade level, you must possess one of the following minimum qualifications by close of the announcement:
EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-09 grade level in the Federal service (obtained in either the public or private sectors). Examples of specialized experience include: Developed or implemented management documents and construction projects to ensure compliance with federal, state, tribal, and county orders, ordinances, statutes, laws and regulations, directives and policies involving National Environmental Protection Act (NEPA) and the underlying laws; Applied a variety of Federal regulations, policies, guidelines, and procedures related to environmental compliance; Established and maintained effective working relationships with project managers and interdisciplinary team members; Coordinated or consulted with various Federal resource and regulatory agencies and non-government entities regarding environmental issues. You must include hours per week worked.

EDUCATION: Successful completion of a Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher-level graduate education leading to such a degree OR LL.M., if related. Creditable education may include degrees such as public policy, natural resources, cultural resources, planning, etc. You must include transcripts.

Successful completion of an appropriate combination of education and experience as described above. To combine education and experience, divide your total months of qualifying experience by 12. Then divide your semester hours of completed graduate education beyond 2 years by 18 (or 27 for quarter hours). Add the two percentages. The total percentage must equal at least 100 percent to qualify. You must include transcripts.
To qualify for this position at the GS-12 grade level, you must possess one of the following minimum qualifications by close of the announcement:
EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-11 grade level in the Federal service (obtained in either the public or private sectors). Applied concepts and methods of environmental protection work; Interpreted plans and National Environmental Policy Act (NEPA) laws, regulations, policies and guidance for land and resource management programs; Provided advice to other NEPA practitioners and leadership regarding the application of NEPA laws regulations, policies, and guidance to environmental compliance activities; Reviewed environmental documents, including NEPA documents, to ensure legal sufficiency and compliance with applicable laws and regulations; Used computerized database systems to track projects, conduct public involvement, and analyze data. Education cannot be substituted for experience at this level. You must include hours per week worked.
Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
To qualify based on education, you must submit a legible copy of transcripts from an
accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.

education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
