Duties
This position is located within the Department of the Interior, Office of Surface Mining Reclamation and Enforcement, Office of Equal Opportunity in Washington, D.C.
At the full performance level GS-13 the major duties of this position include, but are not limited to the following:
Administer and evaluate the Minorities in Higher Education Program (MHEP); Federal Equal Opportunity Recruitment Program (FEORP); and Disabled Veterans Affirmative Action Program (DVAAP); and collaborates with the OSMRE's Disability Program Manager to ensure reasonable accommodation requests are tracked, reported, and submitted to DOI.
Strategic Implementation - Plan, develop, and implement Diversity, Equity, Inclusion and Accessibility (DEIA) Strategic Plan and advance DEIA to achieve results that are observable and measurable.
Study & Analysis - Perform extensive research, barrier analysis and compile and develop reports and briefings that are inclusive of both qualitative and quantitative analysis.
Communications Outreach - Develop, plan, launch initiatives and prepare briefings for OSMRE Executive Council, managers & supervisors, and employees to inform, educate and implement efforts aimed at advancing DEIA.
Requirements

- Subject to financial disclosure requirements. You cannot own any direct or indirect financial interest in a coal mining operation

Qualifications
Minimum Qualification Requirements:
To qualify for this position you must meet the Specialized Experience for the series to which you are applying.
Specialized Experience
To qualify for the GS-13, you must possess at least one full year of specialized experience equivalent to the GS-12 level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is in or related to the work of the position to be filled.
Specialized experience is defined as demonstrated experience: Specialized experience for a D&I Strategist demonstrates, indicates or provides evidence that the EEO professional is capable and has the knowledge, skills and abilities to perform the following:
1) Lead and implement initiatives aimed at increasing opportunities for underserved and disadvantaged groups; and meet requirements outlined in various Executive Orders which focus on Diversity, Equity, Inclusion and Accessibility (DEIA) matters; 2) Research and analyze change management principles and methodologies in order to identify best practice and effectively align diversity and inclusion initiatives with that of business units.3) Use technology integration, management of data systems, various software (Excel, Tableau, PowerPoint, Adobe InDesign), and web development for development of metrics, dashboards, reports, and/or presentations.4) Network and identify opportunities for collaboration on DEIA by building relationships and establishing partnerships with internal and external stakeholders.
Merit promotion applicants must meet time-in-grade requirement as defined in 5 CFR 300, Subpart F.
One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level.
