Serves as Pharmacist Informaticist in Clinician Experience (CE), Clinical Informatics and Data Management Office (CIDMO), Office of Health Informatics (OHI). Clinician Experience partners with OIT to develop and deploy Health Information & Technology systems that are integrated with other information technology systems across the continuum of care to provide a unifying experience for care teams. The incumbent fosters technological innovation and process improvement to optimize patient care.

Duties and responsibilities include, but are not limited to:
Administrative
Prepares correspondence, expert reports, communications, estimates, fact sheets, status reports and schedules as required to complete project assignments.
Provides leadership in evaluating the electronic health record technology that will enhance patient outcomes.
Recommends policy and procedural changes.
Identifies opportunities, issues, and concerns, within the electronic health record information technology products which may impact clinician experience.
Centralizes and streamlines communication channels by acting as a conduit for the field, technical community, VHA stakeholders, leadership, and external entities.
Tests and monitors software and hardware interdependencies, maintains equipment and software performance standards.
Responsible and accountable for the technical and integrated processes that cross services and/or disciplines and influence organizational mission and healthcare regarding the electronic health record system.
Actively involved as a liaison between the national office and field facilities.
Clinical
Understands the varied modalities of treatments for medical conditions and provides input and guidance as to the safest way to handle difficult or challenging scenarios through the electronic health record design and modification process.
Knowledge of the following:
Integration of software for various computer-driven pharmaceutical equipment such as labeling devices, unit dose packaging equipment, automated outpatient/inpatient medication systems with the various work processing systems.
Electronic health record practices, including causal analysis techniques, proactive risk assessment, human factors, and clinical reporting systems.
Technical requirements of clinical software applications including the integration issues existing in adapting and modifying programs to meet electronic health record needs.
Health care and pharmacy specific software systems and their operation, in order to assist health care personnel with aspects of clinical care.
Education
Promotes understanding and effective use of information system management and technology among colleagues and serves as a change agent in the adoption of the electronic health record.
Participates in meetings, conferences, and programs that provide exposure and insight into hospital training programs, which could affect the electronic health record initiatives.
Has an in-depth knowledge of current file structure, create ad hoc reports, advise the programming staff on the best way to format reports and structure data, and make recommendations on additional data requirements.
Identifies cases suitable for teaching purposes; develops training material and provides training to peers within the Clinician Experience division and the VHA Healthcare community.
Research Collaborates with other offices to frame questions and findings to implement best available evidence to base clinical indicators and information technology solutions.
Promotes an environment that supports the evidence-based conduct and utilization of research in practice.
Work Schedule: Monday thru Friday, 7:30am to 4:00pm

Qualifications
Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met.
Basic Requirements:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
English Language Proficiency: Pharmacists must be proficient in spoken and written English as required by 38 U.S.C. 7402(d), and 7407(d).
Education:
(1) Graduate of an Accreditation Council for Pharmacy Education (ACPE) accredited College or School of Pharmacy with a baccalaureate degree in pharmacy (BS Pharmacy) and/or a Doctor of Pharmacy (Pharm.D.) degree. Verification of approved degree programs may be obtained from the Accreditation Council for Pharmacy Education, 20 North Clark Street, Suite 2500, Chicago, Illinois 60602-5109; phone: (312) 664-3575, or through their Web site at: http://www.acpe-accredit.org/. (NOTE: Prior to 2005 ACPE accredited both baccalaureate and Doctor of Pharmacy terminal degree program. Today the sole degree is Doctor of Pharmacy.)
(2) Graduates of foreign pharmacy degree programs meet the educational requirement if the graduate is able to provide proof of achieving the Foreign Pharmacy Graduate Examination Commission (FPGEC) Certification, which includes passing the Foreign Pharmacy Graduate Equivalency Examination (FPGEE) and the Test of English as a Foreign Language Internet-Based Test (TOEFL iBT).
Licensure: Full, current and unrestricted license to practice pharmacy in a State, Territory, Commonwealth of the United States (i.e., Puerto Rico), or the District of Columbia. The pharmacist must maintain current registration if this is a requirement for maintaining full, current, and unrestricted licensure.
May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).
Grade Determinations: GS-13 Clinical Pharmacy Specialist
Experience: In addition to the basic requirements, you must have 1 year of experience equivalent to the next lower grade level (GS-12) such as:
Assessing the impact of information technology and informatics initiatives on achieving programmatic goals and end user clinical workflow processes.
Monitoring and participating in health information interface development, functional and integration testing, phased implementation, and the development of training requirements.
Participating in the development of acceptance criteria for various phases of the product development lifecycle (e.g., requirements development, testing, national release).
Participant with national level VA groups concerned with maintenance and improvement of VA automated pharmacy systems.
Development of training materials and education of a variety of individuals. Experience utilizing extensive knowledge of VA clinical information system programs to implement new applications and maintain desired functions for all aspects of Pharmacy programs.
Analyzing clinical information systems (from an organizational perspective) to determine problems, note deficiencies and take appropriate corrective action.
With electronic health record practices, including causal analysis techniques, proactive risk assessment, human factors, and clinical reporting systems.
In-depth knowledge of current file structure, and experience creating ad hoc reports, advising the programming staff on the best way to format reports and structure data, and making recommendations on additional data requirements.
In addition, you must demonstrate the following Knowledge, Skills, and Abilities (KSAs):

Quality Ranking Factors:
1. Minimum 3 years' active participation integrating software applications with an emphasis on pharmacy and medication-related data and workflows by (1) evaluating user needs in conjunction with the capabilities of the software and coordinating any required modifications; (2) reviewing effectiveness of systems and procedures to assure optimum benefit to health care activities; and (3) troubleshooting when functionality is compromised by determining the cause of and/or the solution to the problem.
2. Demonstrable knowledge of VA clinical information system programs to implement new applications and to maintain desired functions for all aspects of Pharmacy programs. This includes VISTA pharmacy programs, VISTA service-integrated programs (e.g. Allergy Tracking), the graphical user interface (GUI) employed by VHA, VA Fileman, CPRS, the Electronic Health Record Modernization (EHRM) Program, Joint Longitudinal Viewer (JLV), Bar Code Medication Administration (BCMA) and other enterprise health IT applications as well as personal computer software commonly used by service personnel, software used in the operation of automation systems and network software used to administer the PC networks.
3. Minimum 1-year demonstrable experience conducting health IT product testing and user acceptance testing with an emphasis on pharmacy and medication-related data and workflows to ensure proper functioning and data accuracy and completeness of complex, interrelated and interdependent software applications in collaboration with National VA groups and Program Offices concerned with maintenance and improvement of VA pharmacy systems.
