About the Position: Serve as the Supervisor of a Military Personnel Division Branch. Provide direct supervision of the assigned functions of the Branch, the subordinate supervisors, and general administrative duties performed by the branch.

Duties

Manage all aspects of the Installation's Strength Management program, including authorizations and unit readiness. Validate strength figures provided by installation commanders conducting Personnel Asset Inventories (PAIs). Serve as the installation technical expert on all matters related to military personnel programs, including all functional areas of military human resources. Assign work to subordinates based on priorities, difficulty of assignments, and the capabilities of employees. Establish workflow and functional assignments. Maintain manpower and performance data for the branch and conducts individual performance counseling and evaluation reports for supervised employees.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Incumbent must be able to obtain and maintain a SECRET clearance.
  • May require travel using military and/or commercial aircraft or vehicle.
  • Overtime may be required to include emergency overtime.
  • This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one year probation to assess your ability to perform supervisory duties is required unless previously completed.

Specialized Experience: One year of specialized experience which includes: 1) Providing technical advice on military human resources management programs such as In/Out processing, Soldier Readiness Processing, Reassignments, Student/permanent party transitions, ID cards, Officer-Student Records, Basic Training, Survivor Benefits Plan processing, and Retirements areas to resolve military human resources issues or operating problems. 2) Using human resources military personnel integrated automated systems in support of office functions. AND 3) Advising on human resources military personnel matters to resolve problems and issues. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph. D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Human Resources Management. (NOTE: You MUST attach a copy of your transcripts.) OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. (NOTE: You MUST attach a copy of your transcripts.) You will be evaluated on the basis of your level of competency in the following areas: Manages and Organizes InformationManaging Human ResourcesTechnical Competence Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
