To provide assistance and perform a variety of technical and administrative work in support of the installation Civilian Personnel Affirmative Employment and Employee Relations Programs.

Duties

Performs the full range of tasks in filling positions. Provides technical guidance, information, and assistance for a variety of Employee Relations programs such as voluntary leave transfer, disciplinary actions, grievances, appeals, complaints, indebtedness, financial assistance, and drug testing. Serves as primary point of contact for information and assistance regarding program requirements and processing procedures that relate to the Performance Management and Incentive Awards Programs. Performs a variety of administrative and clerical support duties for the recruitment and placement and employee relations program. Uses multiple office automation software with varied functions to produce a wide range of documents, formats, etc.

Requirements

  • U.S. Citizenship Required.

  • Is required to obtain and maintain a Secret clearance.

  • This position is subject to provisions of the DoD Priority Placement Program.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Positions, Human Resources Assistance Series, 0203. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-06, or equivalent in other pay systems. Examples of specialized experience includes applying knowledge of an extensive body of employee relations and recruitment and placement rules, policies, procedures, methods, operations, and principles to perform limited technical work of a non-controversial nature as well as a wide variety of interrelated or nonstandard support work assignments involved in the fill of a variety of lower-graded clerical, administrative, technician, and semi-skilled wage grade positions and apply technical guidance on employee relations programs. Using knowledge of DCPDS to input, store, retrieve data and perform quality review of data elements. Providing knowledge of techniques for applying qualification standards. Using various office automation and word processing software programs, tools, techniques, and functions to support office operations and produce a variety of documents such as such as letters, reports, spreadsheets, databases, and graphs. Planning and organize work and meet deadlines. Researching, analyzing, interpreting, and applying rules, regulations, and procedures. Communicating effectively orally and in writing. OR EDUCATION: Successfully completed graduate level education in a field directly related (Human Resources) which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. NOTE: You must submit a copy of your transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit copies of your transcripts. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-06 level is required to meet the time-in-grade requirements for the GS-07 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of an extensive body of employee relations and recruitment and placement rules, policies, procedures, methods, operations, and principles to perform limited technical work of a non-controversial nature as well as a wide variety of interrelated or nonstandard support work assignments involved in the fill of a variety of lower-graded clerical, administrative, technician, and semi-skilled wage grade positions and apply technical guidance on employee relations programs. A qualified typist s required. Ability to plan and organize work and meet deadlines. Ability to research, analyze, interpret and apply rules, regulations, and procedures. Ability to communicate, both orally and in writing. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
