The incumbent is the full alter ego of the Coach performing the duties of that position in the absence of the Coach or sharing those responsibilities on a daily basis. This includes ensuring the continuity of team supervision. This position is the assistant supervisor of one of the teams located within the Veterans Service Center (VSC).
Duties
The Supervisory Veterans Service Representative (Assistant Coach) is an integral part of VSC, IDES, BEST, or PMC supervisory team.
Duties include, but are not limited to:
Performs the duties of the Team Coach in his/her absence and shares in those responsibilities on a daily basis.
Ensures that the team's quality and timeliness of service meets performance indicator goals.
Responsible for the cost-effective use of resources to accomplish the team's assigned outcomes.
Gathers, interprets, and recommends appropriate action based on a wide range of data addressing service concerns.
Analyzes and interprets laws, rules, and regulations and their effect on the establishment of new policies, procedures, and/or methods of operation.
Monitors leave balances, approve/deny leave, and certify timecards.
Runs production and workload reports.
Communicates with senior management.
Work Schedule: Full Time,Monday through Friday

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 06/21/2024.
Time-in-Grade Requirements: Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under a non-temporary appointment in the competitive or excepted service, must meet the "time-in-grade" requirements. For a GS-12 grade level position, you must have served at least 52 weeks at the GS-11 grade level.
NOTE: To verify your time-in-grade eligibility, you must submit your most recent appointment, promotion, or within grade increase SF-50 Notice of Personnel Action (not an award or general adjustment SF-50). Some applicants may have to submit more than one SF-50 to demonstrate their eligibility. The SF-50 must include your position, title, series, grade, step, tenure (1 or 2), and type of service (Competitive or Excepted).
Minimum Qualification Requirements: To qualify for this position, applicants must demonstrate that they meet the Specialized Experience listed below:
Specialized Experience: To qualify for the Supervisory Veterans Service Representative (Assistant Coach), GS-0996-12 position, you must have at least one (1) year of specialized experience equivalent to at least the next lower grade level (GS-11) in the Federal service obtained in either the public or private sectors. Specialized experience is defined as work that involves:
Providing quality assurance or auditor functions related to claims processing and benefit determination;
Adjudicating and authorizing of compensation, pension, and claims;
Providing determination to reconsider claims appeals cases; and Preparing presentations to reconsider claims appeals cases.
There is no educational substitution for the specialized experience for the GS-12 grade level.
NOTE: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. For work in the federal service, include the grade level for the position(s).
Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
