Duties
The Supervisory VCE provides direct supervision and technical oversight of teams comprised of grades ranging from GS-7 to GS-12. He/she performs a variety of duties to include, assigning work, evaluating work performance, preparing reports, counseling employees, initiating disciplinary actions, approving/disapproving leave, developing standards, interview candidates, identifing training needs, and other duties assigned by the Education Officer or management. Work assigned involves the continuing assessment of the team's goals and analysis of unusual conditions and problems. His/her work affects the appropriateness of payments to all beneficiaries attending school through VBA administered education programs and has a direct impact on the well-being of veterans of the RPO jurisdiction.
The Supervisory VCE will perform the following supervisory duties: plan work to be accomplished by subordinates, set and adjust short-term priorities, and prepare schedules for completion of work; assign work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees; evaluate work performance of subordinates; give advice, counsel, or instruction to employees on both work and administrative matters; interview candidates for positions; hear and resolve complaints from employees, referring group grievances and more serious unresolved complaints to a higher level supervisor or manager; effect minor disciplinary measures, such as warning and reprimands, recommending other action in more serious cases; identify developmental and training needs of employees, providing or arranging for needed development and training; find ways to improve production or increase the quality of work directed; develop performance standards.
The incumbent must have knowledge of all laws and regulations pertaining to all education programs and comprehensive knowledge of claims processing issues to ensure that benefits are paid in accordance with applicable laws, VA regulations and other written instructions. Must be knowledgeable of the operations and terminology of many computer programs used in administering education benefits and be capable of effectively managing workload during both routine and peak claims processing periods. It is essential that he/she have a comprehensive understanding of operations manuals under M22-4, part of M21- 1, and any CFR's applicable to education programs and be capable of facilitating production discussions with VA personnel, school officials and other interested parties by phone, or face to face at local and national meetings and conferences. The incumbent represents RPO management at educational meetings and attends the conferences of major education related associations as needed. He/she must have a sound knowledge of specialized claims and personnel management issues. The incumbent maintains adequate records and has a thorough knowledge of the abilities and performance levels of all Section employees who process education claims.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement:07/31/2023.
TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements.
For a GS-13 position you must have served 52 weeks at the GS-12 level.
The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.
MINIMUM QUALIFICATION REQUIREMENT: You may qualify based on your experience as described below:
GS-13 Grade Level:
Specialized Experience: Applicants must have one year of specialized experience equivalent to at least the next lower grade (GS-12) in the normal line of progression for the occupation in the organization. Specialized experience may have been gained in the following positions: Lead Senior Veterans Claims Examiner, Education Quality and Training Specialist, Management Analyst or in a position that required you to adjudicate veterans benefits and gain knowledge of complex laws, rules and regulations pertaining to veterans benefit entitlements. Candidates must also have demonstrated in their work experience or training that they possess, or have the potential to develop, the qualities to successfully supervise.
Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Full vs. Part-Time Employment: Full-time employment is considered to be at least 35 hours per week. Part-time experience will be credited on a pro-rated basis; when including part-time employment in your resume you must specify the average hours worked per week.
Physical Requirements: The work normally involves mental rather than physical exertion. The work is mostly sedentary; however, there may be some walking, standing, and carrying of light items.
