You will serve as a SCIENTIST in the NAVWAR BUSINESS FINANCIAL MANAGEMENT DIVISION of NAVWARSYSCOM.
Duties
You will assemble and lead Cost Integrated Product Teams (CIPTs) in supporting of programs and projects.
You will develop, present and defend complex life cycle cost models utilizing a wide variety of cost estimating tools and processes.
You will develop, present and defend estimates for complex software development efforts for C4I programs by breaking them down to the lowest component level, SLOC-based or agile-based.
You will develop, present and defend cost risk analyses with program office to identify cost, schedule, and technical risk assessment.
You will review Earned Value Management (EVM) Integrated Program Management (IPM) Reports and calculating common metrics, developing/presenting/depending comprehensive Estimates at Completion (EAC) calculations.
You will mentor junior and mid-level cost estimating staff by providing professional advice, sharing lessons learned, and participating in training improvement efforts.

- You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

Qualifications
In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: performing a wide variety of cost estimating and analysis functions in a leadership role.

Basic Requirements:
Degree: in operations research; or at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus.
