The position is the Highly Erodible Land and Wetland Conservation Specialist assigned to the Natural Resources Conservation Service (NRCS), State Office, and Soil Sciences Staff. The organization develops and implements natural resource development policies and protection for the state.
The purpose of the position is to make highly erodible land (HEL) and wetland conservation (WC) technical determinations (PTD) and assist with reconsiderations and final technical determinations (FTD).
Duties
Make highly erodible land (HEL) and wetland conservation (WC) preliminary technical determinations (PTD) and assist with reconsiderations and final technical determinations (FTD).
Serves to assists in making Highly Erodible Land and Wetland Compliance technical determinations, which are conducted in compliance with applicable laws, policies, and procedures.
Provides technical advice and assistance to NRCS field, area, and state professional and administrative personnel in interpreting imagery, establishing history, and making technical determinations consistent.
Makes wetland determinations following procedures as outlined by the state's local operating procedures.
Works with NRCS officials to recommend action(s) to correct deficiencies and make suggested improvements in local policies, practices, and procedures in the areas of geography, soil conservation, soil science and natural resource management.

MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience and/or education for the respective grade level(s) in which you are applying:
GS-07
Specialized Experience: One or more full-time years (12-months) of specialized work experience, equivalent to at least the GS-05 grade level in the Federal service, performing the following duties:
Assisting with site visits to review wetland areas as delineated on wetland maps, aerial photographs and charts to determine classification of land;
Providing technical assistance on conservation planning that involves wetland restoration or conservation planning on highly erodible land; and
Explaining basic natural resources conservation measures, plans, and objectives.

Education: Must possess one full year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: geography, natural resources management, soil science, agriculture, or other closely related subjects pertinent to the position. Superior Academic Achievement (SAA): SAA at the baccalaureate level is fully qualifying for the GS-07 grade level. Specialized Experience: One or more full-time years (12-months) of specialized work experience, equivalent to at least the GS-07 grade level in the Federal service, performing the following duties:

Providing technical assistance on conservation planning that involves wetland restoration or conservation planning on highly erodible land; and

Education: Must possess a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: geography, natural resources management, soil science, agriculture, or other closely related subjects pertinent to the position.
OR
Combination: Combination of the above-described education and specialized experience such that they total 100% when combined. Providing technical assistance on conservation planning that involves wetland restoration or conservation planning on highly erodible land;
Recommending changes to hydric soil lists to supervisor; and
Identifying and correcting deficiencies and make suggested improvements in policies, practices, and procedures based on lessons learned in the areas of geography, soil conservation, soil science and natural resource management.

Education: Must possess a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher-level graduate education leading to such a degree in geography, natural resources management, soil science, agriculture, or other closely related subjects pertinent to the position. 0150-Geography Series:
A Bachelor's or higher degree in geography; or related physical or social science such as geology, meteorology, economics, statistics, sociology, anthropology, political science, history, cartography, computer science, urban studies, or planning that included at least 24 semester hours in geography or related fields.
OR
A combination of education and experience: courses equivalent to a major in geography, or a related field that included at least 24 semester hours in geography or related fields, as shown above, plus appropriate experience or additional education.
0401-Natural Resources Management Series:
A Bachelor's or higher degree in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.
OR
A combination of education and experience: courses equivalent to a major, as shown above, plus appropriate experience or additional education.
0457-Soil Conservation:
A Bachelor's or higher degree in soil conservation or natural resource discipline such as agronomy, soil science, forestry, agricultural education, agricultural engineering or a closely related discipline that included 30 semester hours in natural resource or agricultural field, including at least 12 semester hours in a combination of soils and crops or plant science. Of the 12 semester hours, a minimum of 3 semester hours must have been in soils and 3 semester hours in crops or plant science.
OR
A combination of education and experience: at least 30 semester hours in one or more of the disciplines as show in A above, including at least 12 semester hours in combination of soils and crops or plant science, plus appropriate experience or additional education. Of the 12 semester hours, a minimum of 3 semester hours must have been in soils and 3 semester hours in crops or plant science.
0457-Soil Science:
A Bachelor's or higher degree in soil science or a closely related discipline that included 30 semester hours or equivalent in biological, physical, or earth science, with a minimum of 15 semester hours in such subjects as soil genesis, pedology, soil chemistry, soil physics, and soil fertility.
OR
A combination of education and experience: courses equivalent to a major in soil science or a related discipline that included at least 30 semester hours in the biological, physical, or earth sciences. At least 15 of these semester hours must have been in the areas specified above, plus appropriate experience or additional education.
The quality of the combination of education and experience must be sufficient to demonstrate that the applicant possesses the knowledge, skills, and abilities required to perform work in the occupation, and is comparable to that normally acquired through the successful completion of a full 4-year course of study with a major in the appropriate field. In addition to courses in the major and related fields, a typical college degree would have included courses that involved analysis, writing, critical thinking, research, etc. These courses would have provided an applicant with skills and abilities sufficient to perform progressively more responsible work in the occupation.
