This position is located in an Area/State Office in USDA/Rural Development (RD). The incumbent provides support on a variety of issues that cross program and administrative lines. Develops/collaborates on administrative aspects of policies, operating procedures, projects, and systems necessary for the overall management and administration of State Office Programs.
This position is neither remote nor virtual. The employee will be expected to report in person to the assigned duty location.
Duties
Serves as an advisor on business management and administrative matters involving human resources management, contracting and procurement, comprehensive budget and fiscal management, management analysis and general administrative functions.
Works with management officials to develop and implement position management and staffing plans.
Serves as a Contracting Officer's Representative (COR) monitoring performance and providing technical guidance to the contracting officer.
Carries out special projects and initiatives, related to State operations. Conducts studies and recommends ways to improve work methods, staff utilization, communication and overall productivity, efficiency, and effectiveness of operations.

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.
Time In Grade: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.
GS-13 level: Applicants must have one (1) year of specialized experience equivalent to at least the GS-12; or its non-Federal equivalent that demonstrates experience collaborating on administrative aspects of policies, operating procedures, projects, and systems necessary for the overall management and administration of State office programs. Experience in business management and administrative matters involving human resources management, contracting and procurement, budgeting, and fiscal management. Advise manager in developing, implementing, and monitoring strategic planning for achieving the mission of the State Office. Analyze reports on workload, by program and activities to advise management of trends. Experience carrying out special projects related to the operations of the organization. Conduct studies and recommend ways to improve work methods, staff utilization, communication, and overall productivity. There is no education substitution for the GS-13 grade level.
