This position is located with the Bureau of Indian Affairs, Superintendent, Western Nevada Agency in Carson City, Nevada. NOTE: TRAVEL AND RELOCATION EXPENSES WILL NOT BE AUTHORIZED. ANY RELOCATION EXPENSES ASSOCIATED WITH REPORTING FOR DUTY WILL BE THE RESPONSIBILITY OF THE SELECTED EMPLOYEE.

Duties

Incumbent will provide Administration and Management services and your duties will include, but not limited: - Responsible for overall organizational procurement activities. Advises and assists in determining needs and acquiring equipment, supplies, materials, and services on the basis of necessity and availability of funds. - Plans and conducts analytical studies of organizational elements and work to identify problems and approve resource utilization, administrative support, and management effectiveness. - Serves as an advisor and liaison on human resources matters by coordinating organizational needs with human resources office requirements and facilitating the accomplishment of various human resource management programs. - Analyzes historical budget and financial data, as well as new and/or changing program plans, to develop and prepare budget estimates and justifications for current-year, budget-year, and out-year budget planning. Identifies actual and/or potential funding problems, fiscal trends, significant program deficiencies and imbalances, analyzes conditions, and recommends adjustments and solutions.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below. For GS-11 Grade Level: Applicants must have 1 year of specialized experience equivalent to at least the GS-9; or its non-Federal equivalent that demonstrates performing analytical duties associated with, but not limited to; Specialized experience may include: 1) Preparing budget estimates or justifications for an organization; 2) Monitoring an organization's budget to ensure that obligations, expenditures, and requested allotments stay within approved funding limitations; 3) Managing the acquisition of supplies, equipment, and services for an organization in accordance with regulations and local policies; 4) Providing administrative support to an organization (e.g., procuring needed supplies or services, initiating human resource hiring actions, payroll administration, grants and agreements; 5) Conducting financial, management or program analyses and documenting findings, issues, and recommendations; and 6) Conducting records management and coordinating Freedom of Information Act (FOIA) requests. Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related For GS-9 Grade Level: Applicants must have 1 year of specialized experience equivalent to at least the GS-7; or its non-Federal equivalent that demonstrates performing analytical duties associated with, but not limited to; Specialized experience includes: 1) Providing administrative support to an organization on essential systems (e.g., recordkeeping, payroll administration, initiating human resource hiring actions, grants and agreements, etc.); 2) Managing the acquisition of supplies, equipment, services for an organization in accordance with regulations and local policies; 3) Conducting portions of financial, management or program analyses; 4) Providing guidance to managers and staff on financial, budgetary, or administrative topics including regulations and guidelines; and 5) Assisting in records management and Freedom of Information Act (FOIA) requests. Education: master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. The full performance level of this position is GS-11, Promotion potential in this announcement does not constitute a commitment or an obligation on the part of management to promote the employee selected at some future date. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.

If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must send a Certificate of Foreign Equivalency with your transcript in order to receive credit for that education which shows the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
