Duties
As a Lead Epidemiologist you will serve as a Team Leader performing the following duties:
Ensure that the organization's strategic plan, mission, vision, and values are communicated to the team and integrated into the team's strategies, goals, objectives, work plans and work products and services. Articulate and communicate to the team the assignment, project, problem to be solved, actionable events, milestones, program issues under review, and deadlines and time frames for completion. Coach the team in the selection and application of appropriate problem-solving methods and techniques, provide advice on work methods, practices, and procedures, and assist the team individual members in identifying the parameters of a viable solution. Lead the team in identifying, distributing, and balancing workload and tasks among employees in accordance with established workflow, skill level occupational specialization; making adjustments to accomplish the workload in accordance with established priorities to ensure timely accomplishment of assigned team tasks; and ensuring that each employee has an integral role in developing the final team product. Train or arrange for the training of team members in methods and techniques of team building and working in teams to accomplish tasks or projects and provide or arrange for specific administrative or technical training necessary for accomplishment of individual and team tasks.\
Serves as the recognized expert in epidemiology for the agency with responsibility for developing policy and objectives, appraising programs, and initiating requirements for epidemiological studies. Assignments are of such breadth as to cover complex problems in public health issues, and/or research, development, and evaluations.
Designs, plans, and initiates epidemiologic studies, surveys, and investigations. Participates in various aspects of the study or survey design process, including conducting a search or review of the existing literature and data in a specialty area, and preparing and/or presenting summaries for a variety of purposes. Monitors internal review board clearances and designs questionnaires and other data collection instruments. Identifies and analyzes public health issues and their impact on public policies or epidemiological studies or surveys.
Serves as a national or internationally recognized consultant and expert on epidemiological issues on critical problems in the field of epidemiology. Evaluates data collection, quality control, and data utilization methods used to study epidemiological problems and issues. Identifies or develops appropriate intervention methods to identify, treat or resolve various medical issues or problems. Consults on technical problems with solutions that do not conform to established protocols and require the modification of approaches or applications in a specialty area. Provides epidemiological advice and/or assistance in the resolution of technical problems and/or issues that include significant barriers to program or project delivery. Provides consultative services on large and difficult programs or projects that have unusually demanding technical problems or issues.
Oversees contracts, grants, awards, or cooperative agreements with full responsibility for carrying out all required monitoring and management duties. Serves as technical consultant on contracts for scientific services. Performs duties such as: writes statements of work, serves on technical review panels for contract proposals, and monitors contracts for quality assurance and quality control. Writes recommendations for each negotiation. Participates in negotiations on the type and amount of assistance provided to contractors and cooperative agreement participants. Provides technical advice and assistance in the development of criteria and standards for the planning, implementation, and evaluation of contract, grant, and/or cooperative agreement proposals. Provides advice and assistance for the development of contracts, grants, or cooperative agreements for professional, laboratory, or other services pertinent to the program, project, or study.

Basic Qualifications:
Bachelor's or graduate/higher level degree: major study in an academic field related to the medical field, health sciences or allied sciences appropriate to the work of the position. This degree must be from an educational program from an accrediting body recognized by the U.S. Department of Education(external link) at the time the degree was obtained.
Minimum Qualifications:
To qualify at the GS-14 grade level, you must have at least one year of specialized experience at or equivalent to the GS-13 grade level, which must include the following experience: experience developing and leading surveillance and epidemiologic projects, strategies and analyses.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
