This position is located in the Department of Health & Human Services (HHS), Centers for Medicare & Medicaid Services (CMS), Center for Medicaid and CHIP Services (CMCS), Data and Systems Group (DSG).
As an INFORMATION TECHNOLOGY SPECIALIST, GS-2210-14, you will serve as a product leader and expert resource for division or inter- component teams involved in digital products designed to improve usability and maximize value for Medicaid and CHIP programs.
Duties
Lead multiple product teams in service of a product vision and strategy that aligns with CMCS and DSG business objectives. Leads the team in creating and managing product roadmaps and related stakeholder communications.
Lead and collaborate with a cross-functional team including human-centered design and research specialists, data analysts, developers, engineers, information technology specialists, and other product development specialists.
Effectively leverage data and feedback across product(s) and across MACBIS pillars to generate actionable insights and inform product direction across DSG.
Provide technical and programmatic support to workgroups developing and implementing policy and procedures, including strategic plan workgroups.

In order to qualify for the GS-14, you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-13 grade level in the Federal government, obtained in either the private or public sector, to include: 1) Providing technical direction to a team responsible for activities associated with the administration and oversight of a national health care information systems (i.e. agile development and operations of software products supporting a national operation, or agile development and operations of software products in large scale use by customers); 2) Leading secure development and operations of software products supporting the needs of customers engaged in health insurance and/or national health care operations such as Medicare, Medicaid, CHIP, or equivalent health care program; 3) Managing project work and budget activities for software development teams who use modern, agile, human-centered methodologies to ensure goals are met and resources are used to efficiently deliver business value; AND 4) Preparing written documents for diverse audiences, e.g., end users, senior leadership, and other non-technical audiences.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Time-in-Grade: To be eligible, current Federal employees must have served at least 52 weeks (one year) at the next lower grade level from the position/grade level(s) to which they are applying.
