This position is assigned to the Integrated Systems Division, Office of the Chief Technology Officer, Office of the Executive Director, Bureau of Diplomatic Security(DS/CTO/IS). You will serve as the Bureau's Network Architect with responsibility for overseeing the planning, design, development, implementation, management, and support of all DS networked IT systems and infrastructure. Developing, implementing and monitoring compliance with accepted IT network management methods and standards.
Duties
Oversees and manages all Bureau networked systems, services, and equipment. Directs the planning, analysis, design, and implementation of IT systems, audio-visual systems, video teleconference systems, and integrated networks.
Leads the analysis and evaluation of new network systems and services. Ensures the implementation and enforcement of information systems security policies and practices to assure that all systems, networks, and data are properly safeguarded.
Manages the resources assigned to the unit including a staff of Federal and contractor employees. Plans, assigns, and reviews the work of the staff assigned to the unit. Provides technical guidance and direction to the staff as needed.
Oversees long-range planning and analysis of the Bureau's network infrastructure’s needs for growth and technology refresh. Serves as a government technical monitor in concert with the contract officer’s representative to oversee contractor services.

Qualifications

NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.
Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants applying for the GS-14 grade level must meet the following requirements: Have IT-related experience demonstrating EACH of the four competencies AND specialized experience listed below:
Attention to Detail - Is thorough when performing work and conscientious about attention to detail.
Customer Service - Works with clients and customers to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services and is committed to providing quality products and services.
Oral Communication - Expresses information to individuals or groups effectively, taking into account the audience and nature of the information. Makes clear and convincing oral presentations, listens to other, attends to nonverbal cues and responds appropriately.
Problem Solving -Identifies problems, determines accuracy and relevance of information, uses sound judgement to generate and evaluate alternative and to make recommendations.
AND Have at least 1 full year of specialized experience equivalent to the GS-13 level in the Federal service which provided you with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
Experience establishing, implementing, and managing plans, objectives and priorities for network infrastructure.
Experience supporting IT operations to ensure network performance and to evaluate and approve proposed changes to sensitive and classified networks.
Experience providing advice and guidance to other IT experts and representing the organization in interactions with higher-level authorities.
NOTE: In order to qualify for this position, your experience MUST be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate. There is no substitute of education for specialized experience for the GS-14 position.
