This position is located in the Cyber Threat Analysis Division, Office of Cyber Threat and Investigations, Directorate of Cyber and Technology Security, Bureau of Diplomatic Security, Department of State. You will serve as the Department's senior technical expert regarding the analysis, detection, and prevention of cyber threats for the Cyber Threat Analysis Division (DS/CTS/CTI).
Duties
Directs a comprehensive cybersecurity monitoring and incident response program that proactively defends the Department's networks and information systems worldwide, detects inappropriate, malicious, or anomalous activities.
Serves as the principal technical advisor to Bureau and Department management with regard to the monitoring and response to cyber threats launched against Department networks and systems worldwide.
Directs the administrative management of an organization consisting of several separate program areas and a blended workforce of Federal employees and contractors. Develops management goals and objectives for the Division.
Oversees the development of policy guidance governing the cyber threat analysis program, ensuring consistency with guidance issued from or at higher levels. Promotes awareness of current research and development in the cyber threat analysis field.

Qualifications
Applicants must meet all the required qualification requirements described below by the closing date of this announcement.
NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.
Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants applying for the GS-15 grade level must meet the following requirements: Have IT-related experience demonstrating EACH of the four competencies AND specialized experience listed below:
Attention to Detail - Incumbent demonstrates a high level of attention to detail by applying personal knowledge and ability to provide expert technical analysis and consultation focused on current global cyber threat environment and associated risks in order mitigate cybersecurity vulnerabilities and risks.
Customer Service - Incumbent demonstrates a high level of ability to serve customers by responding to inquiries in a timely fashion and providing expert guidance on complex and controversial cybersecurity issues which have long term impact on IT infrastructure security.
Oral Communication - Incumbent demonstrates a high level of skill in communicating in order to provide expert advice and guidance, exchange information, brief senior officials, plan and coordinate activities, recommend new methods and approaches, and resolve problems.
Problem Solving - Incumbent clearly demonstrates the ability to solve and prioritize problems by determining the most appropriate principles to apply and resolving a wide range of technical issues related to cybersecurity with limited supervisory involvement.
AND Have at least 1 full year of specialized experience equivalent to the GS-14 level in the Federal service which provided you with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following:
Experience providing leadership in developing, implementing, evaluating, and improving processes in conformance with current Information Technology acquisition regulations, policies and initiatives.
Experience directing, developing, and operationalizing an effective vulnerability assessment program to ensure IT systems are evaluated on their cybersecurity readiness and posture.
Experience directing the activities of a team of experts conducting penetration testing of the Department's worldwide systems, networks, applications to identify cybersecurity risks, vulnerabilities.
Experience representing the organization at various conferences and meetings within the IT, intelligence, and law enforcement communities in order to facilitate cooperation, collaboration, and information sharing of cybersecurity issues.
In addition, applicant's experience must also demonstrate that the candidate possesses the following qualities:
Ability to assign, review, and supervise the work of others;
Objectivity and fairness in judging people on their ability, and situations on the facts and circumstances;
Ability to adjust to change, work pressures, or difficult situations without undue stress;
Willingness to consider new ideas or divergent points of view; and
