Duties

This position is for the chief of the Automated Branch in the Procurement Process Support directorate. The branch supports the Automated One Time Buy process, which includes the DLA Internet Bid Board System (DIBBS). Responsibilities include end user support and executing sub-process owner actions on behalf of HQ-DLA-J7 for the automated procurement system and DIBBS. The branch is heavily involved in the Enterprise Resource Planning (ERP) Transformation initiative to transition from ECC to S/4 and to replace SAP’s current Procurement for Public Sector (PPS) tool, Supplier Relationship Management (SRM). Directs and supervises procurement business process analysts (BPAs) on system development, and implementation, including training; recommends system process improvements, and functional analysis of business operations, including metrics. Plans and directs the work of BPAs as it relates to local and Enterprise policy and functional support to the Acquisition workforce, including automated and DIBBS system functionality. Analyzes operational data and recommends improvements to automated system functionality that will increase automated award throughput while maintaining the integrity of the program. Participates in the development and execution of Enterprise-wide system functionality initiatives including determination of any system gaps or changes that require attention to ensure all system requirements have been met. Supports all acquisition functional areas as well as those not directly incorporated in the EBS system, but which provide necessary indirect support to the Center’s mission and provides EBS system support to these ancillary system users. Briefs all levels of management on the automated and DIBBS system functionality as well as system development and testing and deployment status as it pertains to transformation initiatives. Performs full range of human resource functions. Works with personnel from the customer-facing, supplier-facing groups in order to continuously improve the procurement process.

Qualifications

To qualify for a Supervisory Procurement Analyst, your resume and supporting documentation must support: A. Basic Contracting Requirement: A.) A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees OR B.) a current civilian employee in DoD or member of the Armed Forces, who occupied an 1102 position, contracting officer position, or comparable military contracting position with authority to award or administer contracts above the simplified acquisition threshold on or before September 30, 2000, are excluded from the requirements of "A)" above. B. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. In addition to meeting the Basic Contracting Requirement above, to qualify for the GS-13 grade level, specialized experience must be at the GS-12 grade level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: Responsible for the analysis and evaluation of contracting matters and the initiation, development and recommendation of contracting policies, procedures, guidance, and control for subordinate contracting activities Recommendation of systemic functionality in support of procurement process requirements. Evaluating and recommending disposition on requested waivers to statutory requirements Reviewing, evaluating and providing specific guidance concerning contracting policies and procedures Participating in the development of policy as a representative to special task groups within the agency or department Providing advice and guidance on contracting matters to project managers and contracting officers at subordinate contracting activities. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Substitution of education may not be used in lieu of specialized experience for this grade level.
