This position is located in the Division of Risk Management Supervision (RMS), Operational Risk, Anti-Money Laundering and Cyber Fraud Branch, Anti-Money Laundering Section of the Federal Deposit Insurance Corporation in Washington, D.C. Salary reflects a pay cap for this position of $275,000. FDIC Corporate Managers (CM) are in the Federal competitive service and not in the Senior Executive Service (SES).

Duties

Establishes, maintains, and enhances liaison relationships to ensure consistent implementation and enforcement of the Bank Secrecy Act (BSA). Relationships with the following agencies are most critical in this objective: Financial Crimes Enforcement Network (FinCEN), the Departments of Treasury, the Federal Banking Agencies, Office of Foreign Assets Control (OFAC), and Federal law enforcement (as necessary). Ensures FDIC compliance with all provisions of the information-sharing memorandum of understanding between FDIC and the FinCEN; and, between the FDIC and OFAC. Delivers Anti-Money Laundering/Countering the Financing of Terrorism (AML/CFT) presentations and provides guidance to a variety of audiences regarding policy, supervisory, regulatory, and enforcement matters. Ensures that FDIC-supervised institutions with significant AML/CFT program deficiencies are monitored. Provides audit coverage of Regional Office activities regarding AML/CFT examination and enforcement procedures to ensure consistency with FDIC policies. Briefs Washington and Regional staff and management on AML/CFT policy, rulemaking, and enforcement matters prior to implementation or execution of an action, including the enforcement of criminal statutes affecting the affairs of insured financial institutions. Supervises the development of AML/CFT briefing materials for Division management regarding operating policies and procedures, specific regulations, or other matters as requested. Supervises the review of conclusions and recommendations associated with AML/CFT audits conducted by the Office of the Inspector General or the General Accounting Office regarding operational policies and procedures. Exercises supervisory personnel management authority and performs the full range of performance management duties to include: planning, assigning, and reviewing work products of subordinates; establishing guidelines and performance expectations; and, evaluating work performance and providing feedback to others on their performance. Identifies training and developmental needs for staff and provides regular recognition of staff. Works in collaboration with the appropriate Human Resources and Legal staff to administer disciplinary action. Hears and resolves grievances or other disputes as appropriate. To meet the minimum qualifications, applicants must possess the leadership and technical experiences listed below. These qualifications would typically be gained through serving in roles that require managing projects/teams or guiding the technical work of others. Qualifying experience may be obtained in the private or public sector. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic, religious/spiritual; community; student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. MINIMUM QUALIFICATIONS: All applicants must submit a resume that addresses each minimum qualification experience. Leadership Experience: Experience leading and coordinating projects, including establishing expectations, reviewing work products/services, monitoring progress, and providing guidance and feedback to team members. Technical Experience 1: Experience developing regulatory policy, guidance, examination resources, and training related to anti-money laundering and countering the financing of terrorism (AML/CFT) programs.Technical Experience 2: Experience monitoring financial institutions with significant AML/CFT program deficiencies.Technical Experience 3: Experience working as part of interagency groups to develop consistent interagency AML/CFT regulatory policy, guidance, examination resources, and training.
