As a General Engineer and/or Physical Scientist in the NNSA Office of the Deputy Administrator for Defense Programs, you will oversee critical national security activities across the nuclear enterprise from revitalizing NNSA's production base to fielding modern weapons. Superb technical expertise and management skills are necessary to achieve stockpile requirements within uncompromising budgetary constraints and delivery schedules.

Duties

Please note: Supervisory and Non-Supervisory General Engineer/Physical Scientist positions may be filled via this announcement. Salary Range by Location: Albuquerque, NM EN-04- $123,485- $197,540 Germantown, MD & Washington DC EN-04- $139,395- $204,000 As a General Engineer/Physical Scientist you will perform the following duties: Accomplish program and project management, establishing program objectives and performance measures. Develop detailed plans, tasks, milestone dates and schedules to ensure proper sequencing of events and tracking of processes and costs throughout the life cycle of programs; review program, operation, plan, schedule, direction accomplishment and execution. Draft program management and reporting guidance and directions, plan and initiate comprehensive evaluation systems for review and analysis of proposed costs, program development, and performance. Participate in meetings with internal staff and representatives from staff agencies and industry to determine program status, major milestones, and coordination of each to detect in advance potential slippage or increased costs; and determine appropriate actions required to maintain or improve program schedules. Monitor day to day performance to ensure contract requirement compliance; and cost and schedule performance against plans based on contractor-provided data. Review contractor-provided management indicators and metrics as well as those a government's project office generates. Provide expert oversight of engineering and scientific aspects of operations related projects and/or program segments. Provide technical direction as the principal contributor to accomplish program objectives and/or team projects. Maintain technical capabilities and knowledge of site and activities to make informed decisions about security, safety, hazards, risks, and resource allocation. Evaluate programs, management, site assurance systems, compliance with requirements using written plans, schedules and planned assessment. Serve as managers of broad programs to modernize the full range of nuclear weapons. Plan and coordinate the orderly delivery of weapons, components, and documentation with labs, plants, sites and the Department of Defense. Direct the work of a staff of project managers at various levels. Develop recommendations and makes decisions impacting NNSA's programs and the policies and operations of other government and private organizations.

SPECIALIZED EXPERIENCE REQUIREMENTS: In addition to meeting the Basic Requirements listed under the Education section, you must possess the following specialized experience: EN-04: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower NNSA pay band level or GS grade level (EN/NN-03 or GS-13) in the Federal Service. Specialized experience for this position is defined as: Applying professional engineering or physical sciences concepts, theories, and practices. Examples of this type of experience include: 1. Evaluating and analyzing programs and applicable guidance for adequacy and formulating revisions to higher management. 2. Composing and presenting complex, technical, sensitive information and concepts to both technical and non-technical stakeholders. 3. Analyzing technical reports, publications, and matter that contain advanced and highly complex concepts, data, and design information to inform program investment recommendations. 4. Managing projects that complement program strategies and plans within the same work element. Your application and resume should demonstrate that you possess the following competencies. Degree: professional engineering. The curriculum must: (1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology as a professional engineering curriculum; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

OR

Combination of education and experience: college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. There are alternate methods to meeting the engineering educational requirement (e.g., holding current professional engineering registration, having passed the EIT examination, or having completed specified academic courses or a related degree). 1301- Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics OR Combination of education and experience -- education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.
