Position is in the Bureau of the Comptroller and Global Financial Services, Office of the Executive Director, Human Resources Division (CGFS/EX/HR) and serves as the Chief of Human Resources Operations, working together with the EX Director and Deputy EX Director to successfully deliver a full range of HR services to assigned bureaus and offices. The HR Division, working together with the Department's HR shared services program, provides a full range of HR services to management and employees.
Duties
Operations Management: responsible for planning, distributing, scheduling, controlling, coordinating, and reviewing work for the HR Division in accordance with established priorities and to meet organizational goals.
Works with the EX Deputy-Director and HR Service Provider to develop service level agreement(s) to ensure the service provider provides the quality and quantity of services required by the HR Division in the most effective and efficient manner.
Provides supervision and direction to subordinate staff located in Charleston, SC and Washington, DC to plan work, set priorities, give advice, evaluate performance, resolve complaints, and initiate recruitment for staff vacancies.
Serves as advisor on HR laws, regulations, and policies relating to recruitment/placement strategies, classification, position management, training, performance management, position management, awards, employee/labor relations, & strategic planning.
Establishes, maintains, and implements standardized procedures for all HR services to ensure consistent, effective service delivery by developing and maintaining documentation for operating procedures in accordance with ISO 9001 standards.

Qualifications
Applicants must meet all the required qualification requirements described below by the closing date of this announcement.
NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.
Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
Experience performing the operational work of and providing oversight for HR programs in the areas of Classification, Recruitment and Staffing, Employee Relations, Performance and Awards;
Experience researching and evaluating complex HR programs and providing recommendations for new or substantially modified approaches to execute policies and program functions;
Experience developing written materials (issues assessments, program assessments, audit responses, etc.) regarding human resources policies, processes, and programs for senior and executive level managers;
Experience providing expert advisory services in all areas of human resources to high level officials and staff both internal and external to the Department.
There is no substitute of education for specialized experience for the GS-14 position.
