This position is located in the Front Office of the Deputy Assistant Secretary for Global Information Services (A/GIS), Bureau of Administration, Department of State. The incumbent functions as a consultant and authoritative advisor to the Deputy Assistant Secretary (DAS) for Global Information Services (GIS), on major high profile and mission critical activities including strategic policy and planning and consultation.
Duties
Serves as an authoritative advisor to the Deputy Assistant Secretary (DAS) for A/GIS on major high profile and mission critical activities, including strategic policy and planning, customer experience, program management and data management.
Proposes, coordinates, and refines A/GIS policies and approaches with respect to the strategic planning process.
Oversees the development, preparation and implementation of decision timelines for major high visibility programs and projects, and responses to emerging issues and other key initiatives in A/GIS on behalf of the Deputy Assistant Secretary.
Provides authoritative advice and guidance to senior-level Bureau and other key officials on program management, develops strategies and coordinates implementation activities.
Oversees the development of proactive communication strategies and activities to promote GIS strategic goals.
Requirements
- U.S. Citizenship is required.
- Incumbent will be subject to random drug testing.
- Must be able to obtain and maintain a Top Secret security clearance.
Qualifications
Applicants must have 1 year of specialized experience equivalent to the GS-14 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
Experience briefing senior management and staffs on technical and administrative policies and programs, as well as planned program and policy modifications.
Experience providing advice and guidance on undefined issues and elements for administrative programs essential to an organization’s mission.
Experience developing, planning, coordinating and evaluating information resources functions and activities within the organization,
Experience developing and recommending improvements to administrative and programs policies.
There is no substitute of education for specialized experience for the GS-15 position.

Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
