Duties
The selectee will serve as a/an Executive Advisor in the Office of the Chief Financial Officer. Typical work assignments include:
Participating fully with the Chief Financial Officer, Deputy Chief Financial Officer and financial management staff in the formulation and implementation of policies, plans, systems and procedures to manage and continually improve the efficiency and effectiveness of the overall financial management program.
Assessing existing agency programs for compatibility and effectiveness in achieving mission requirements.
Ensuring compliance with DHS policy through close interaction with key DHS leadership officials at both Headquarters and the field.
Providing strategic and tactical advice to executive officials on policy initiatives by: identifying management issues, conceptualizing innovative solutions, reconciling diverse viewpoints, conducting studies and evaluating program goals and objectives, and developing resources estimates necessary to carry out program functions.
Developing and presenting briefs, position papers, and memoranda, and determining appropriate communication and market strategies.
NDAA Dual Compensation Hiring Authority
Earn full annuity and full salary.
Work an intermittent work schedule (determined by supervisor).
New hires under this authority will be offered a 1 year, temp non-status appointment in the competitive service. Appointments may be extended without further competition.
The current NDAA Dual Comp Waiver expires December 31, 2024. If it's not renewed, individuals appointed after December 31, 2024 may continue until their not-to exceed date is reached with their salary offset.
Qualifications
You qualify for the GS-15 level (starting salary $163,964.00) if you possess one full year of specialized experience comparable in scope and responsibility to the GS-14 level in the Federal service (obtained in either the public or private sectors) performing the following duties:
Advising senior leadership on financial management issues regarding mission critical requirements;
Analyzing financial programs to ensure compliance and alignment with requirements and organizational mission;
Developing strategic guidance, policies and plans for integration of financial programs and functions; and
Providing recommendations for efficiency and effectiveness of financial programs.
