You will serve as a HUMAN RESOURCE SPECIALIST in the CIVILIAN HUMAN RESOURCE DIRECTORATE (CHR), STAFFING AND CLASSIFICATION DIVISION (SCD) of UNIF SRVS UNI OF THE HLTH SCI.
Duties
You will serve as a senior specialist and consultant to management on personnel recruitment, staffing, and classification matters with responsibility for resolving controversial, complex cases.
You will participate in and coordinates major projects such as inter-region realignments, transfers, or reorganizations.
You will provide advisory services on recruitment and placement actions requiring identification and analysis of management staffing problems, and development of solutions considering the total personnel management viewpoint.
You will make suggestions and offers advice concerning the best qualified candidates in keeping with USU and departmental staffing goals
and programs.
You will prepare or assist management in preparing job analysis and in the development of crediting plans for the recruitment and placement of well qualified candidates in internal or external competitive staffing actions.
You will assist in developing short and long-range staffing plans to forecast civilian personnel mission requirements, assess employee turnover patterns and review past recruitment practices.
You will assist in developing technological changes and local labor market conditions and provide advice to managers on future staffing strategies.
You will serve as technical expert providing position management and classification advisory services to USU senior leadership, managers and employees of assigned organizations.
You will resolve problems involving hard-to-fill and one of a kind professional, technical or administrative positions ranging through professional, scientific and/or executive occupational groups.
Requirements

- Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.

- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This is a bargaining unit position.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
GS-12: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Advising managers on recruitment or classification requests and resolving issues to ensure compliance with human resources regulations.
GS-11: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Providing advice to management on recruitment or classification requests to ensure compliance with human resources regulations.

Education
In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
Educational substitution for GS-11:
Successful completion of a Ph.D. or equivalent doctoral degree
or
Successful completion of 3 full years of progressively higher level graduate education leading to such a degree
or
Possession of an LL.M., if related
or
A combination of experience and graduate education as described above that equates to one year of experience.
