You will serve as a Supervisory Facility Operations Specialist in the Fuel Division of NAVSUP FLC SD GF. This announcement uses the Direct Hire Authority for Certain Personnel of the Department of Defense to recruit and appoint qualified candidates to certain positions in the competitive service.

Duties

You will follow existing procedures and controls to track and monitor all work in progress and refine or establish procedures to accomplish same for all assigned tasks. You will oversee an automated maintenance system (MAXIMO) that insures that all breakdown, corrective and preventative maintenance costs and work hours are distributed to higher management on a monthly basis. You will determine developmental and training needs; provide or arrange needed development and training. You will carry out Equal Employment Opportunity (EEO) policies and communicate support of these policies to subordinates. You will anticipate and evaluate project risks, identifying mitigating factors, and resolve problems amongst staff, contractors, other agencies, industry representatives and the public. You will possess a broad knowledge of routine construction, maintenance, industry best practices and a general understanding of engineering principles applicable to POL (petroleum, oil, and lubricants) facilities. You will participate in the budgeting and financial management process of the Maintenance department.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector demonstrating a comprehensive range of principles, concepts, and practices concerning facility or service operations. Examples of specialized experience include most or all of the following: 1) Manage a complex/bulk fuel terminal to include facilities maintenance involving planned maintenance, development, construction, quality assurance, and repairs. 2) Review planning documents and design plans/specifications for the construction/modernization/maintenance of a fuel facility; 3) Maintain a bulk fuel storage and provide Petroleum, Oil, and Lubricants (POL) products to customers; 4) Estimate material and labor costs for construction or maintenance projects (steel tanks, pipelines, brick, frame, structural steel, and reinforced concrete); 5) Perform quality assurance surveillance.
