This position resides in the Identities Analysis Branch, Homeland Identity Intelligence Center (HI2C), Deputy Under Secretary for Collection (DUSC), Office of Intelligence & Analysis (I&A), Department of Homeland Security (DHS).
Duties
Incumbent serves as the Lead and is the supervisor for the Transnational Organized Crime Actor Detection Program Watchlisting Program (TADP). The incumbent will be responsible for integrating DHS obtained transnational organized crime (TOC)-related intelligence and information to support screening and vetting partners. The Lead will establish and maintain TOC watchlisting policy and procedures, ensure compliance with existing laws and regulations, issue nominations, support the drafting and editing of various intelligence products and respond to intelligence Requests for Information (RFIs), sharing classified and unclassified intelligence with Federal, State and Local partners, and function as a conduit between these customers and the nation's Intelligence Community for national level TOC Watchlisting matters.
MAJOR DUTIES
Plans, organizes, and directs the activities of the I&A TOC Watchlisting program, ensuring that I&A TOC Watchlisting Operations comply with legal and regulatory requirements and meets customer needs. Develops goals and objectives integrating organization and mission objectives. Researches, interprets, analyzes and applies various guidelines, policies, regulations, etc. to the TOC Watchlisting process. Establishes policies and procedures for accomplishment of TOC Watchlisting operations. Evaluates intelligence information to determine potential for watchlisting and production. Establishes and manages projects that further I&A's watchlisting capabilities and provides periodic updates to leadership.
As a TOC Watchlisting subject-matter expert, the incumbent is assigned responsibility and delegated authority to coordinate, assign and review the work flows, products, and other day-to-day functions of a team of analysts conducting all-source identity and network analysis as part of the larger I&A watchlisting and identity intelligence program. Balances workload and provides advice, guidance, and direction on a wide range of operational and administrative issues. Structures assignments to create effective and economical positions. Coordinates with other organization managers and customers as appropriate. Reviews organization mission, functions, and manning. Identifies requirements and initiates requests for additional resources including personnel, overtime, equipment, supplies, and space to ensure success in meeting goals and objectives. Provides advice to supervisor of significant issues and problems related to work accomplishment. Establishes metrics and analysis systems to ensure actions are timely and reviewed at critical points.
Assists with providing administrative and program support for overall I&A Watchlisting operations priorities and objectives; supports plans, schedules, and execution of the customer support mission. Responsible for proper in-processing and coordination with incoming staff, interns, and contractors. Also assists in the development of authoritative documentation and standing operation procedures (SOP) analyses, evaluations, and recommendations, including those with department-wide or national impact. Serves as a subject-matter expert and/or chair while participating in TOC Watchlisting working groups or committees addressing matters of great urgency or importance to homeland security often as the lead DHS and I&A intelligence representative. Works with IC and FSLTT counterparts to integrate derived data and advocate for DHS access and use.
Ensures TOC Watchlisting implementation and adheres to proper safeguards and processes to protect the privacy, civil rights, and civil liberties of U.S. persons, and that watchlisting activities are executed in a manner consistent with applicable laws, regulations, directives, orders, and policies Implements and monitors the proper use of appropriate organizational performance metrics. Coordinates training for watchlist analysts and others participating in the effort. Coordinates additional training to include, but not limited to: 12333; privacy, civil Rights/civil liberties; protection of sources and methods; and the proper uses of information for watchlisting. Ascertains customer needs relative to the activity via customer focus meetings and/or surveys and provides guidance to management on forensic-related concerns.

Requirements
- Must be able to obtain/maintain a TS/SCI Security Clearance.
- This is a Testing Designated Position (TDP) and is covered by the Department of Homeland Security Headquarters Drug-Free Workplace Program.
- Must be a U.S. Citizen.
- Overtime may be required in response to a significant event.
- The employee may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays and/or overtime, and/or 24/7 shift schedules, and/or on-call and standby duty status.
- Work may require relocation to an alternate work site for various lengths of time to meet operational requirements.
- This position is designated MISSION ESSENTIAL based on local conditions. Mission essential personnel report for duty at normal times when the organization/base/building is closed or delayed reporting and remain on duty during phased or early release.

MAJOR DUTIES (Cont.):
Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management. Demonstrates sensitivity to ideas of subordinates. Promotes an environment in which employees are empowered to participate in and contribute to effective mission accomplishment. Discharges security responsibilities by ensuring education and compliance with security directives for employees with access to classified or sensitive material. Recognizes and takes action to correct situations posing a threat to the health or safety of subordinates. Provides a work environment free from all forms of discrimination, harassment, and retaliation. Supports the agency's EEO program through allocation of personnel to participate in community outreach and recruitment programs, ensures full cooperation of employees with EEO office officials.

Specialized Experience:
To qualify for the GS 14 level, you must have one year of experience or its equivalent at the GS-13 grade level in the Federal service, performing counterintelligence analysis and production techniques, procedures, and regulatory guidance plus a thorough understanding of how regulatory or enforcement programs are administered to select and apply appropriate knowledge to support the conduct of Departmental-wide counterintelligence activities.
Directs all activities of an organization providing policy and guidance, program evaluation, resource allocation, and/or other direct support for all IC areas of expertise. Work on matters normally involves establishing the agency's position on broad issues. Typical of work at this level is that of the project leader of a group which includes key IC user representatives from other agencies or directorates oriented to long-term efforts on advanced systems establishing precedent in the affected area and influence major functions of other agencies or services.
Exercises supervisory authority and responsibility at level 3-2c as outlined in the OPM classification guide for planning, assigning, and evaluating the work of a subordinate staff.
Managing work through subordinates whom each have substantial workloads comparable to the GS-13 level. Supervision and oversight require significant and extensive coordination and integration of several important projects or program segments of administrative work.
You must have one year of specialized experience that has provided the applicant with the knowledge, skills, and abilities to successfully perform the duties of the positions. Such experience could be gained from:
Serving as a subject matter expert for an organization in intelligence matters
Serving as a team lead or supervisor, managing support of analysis and/or vetting work
Instructor or mentor in developing and delivering learning both as formal classroom training and as a facilitator and mentor
Other direct experience leading analysis and/or vetting activities
Education
Substitution of education in lieu of specialized experience may not be used for this grade level.
