This is a developmental position located in the Executive Office of the President (EOP), Office of Administration (OA), Office of the Chief Administrative Officer (OCAO). The incumbent will serve as a Junior Human Resource Specialist that will be assigned to either the White House Human Resources Division (WHHR) or Human Resources Management Division (HRMD).

Duties

As a Human Resources Specialist (Employee Benefits), GS-0201-7, your typical work assignments may include the following: Maintains Benefits inquiry inbox and triages issues to ascertain priority issues, complex problems requiring elevation to leadership, as well as solving issues and addressing inquiries at the lowest level. Answers incoming inquiries within determined timelines to ensure a high level of customer service. Completes appropriate documents to transfer benefits for onboarding employees, as well as completes appropriate documents to provide to separating employees. Ensures documents are completed and transmitted within prescribed timelines to allow for proper transfer of benefits and exercise of separation eligibilities. Maintains knowledge management databases, ensuring that personnel documents are properly applied to personnel records. Maintains utmost attention to detail to ensure all personally identifiable information (PII) are properly protected and maintained. Uses HRIS applications to maintain and process a variety of benefits transactions as well as creates Requests for Personnel Action in relation to FEGLI. These applications include GRB Platform and Defense Civilian Personnel Data System (DCPDS). Assists with new employee orientation related to Federal benefits and out-processing for employees separating from the office. Counsels employees regarding eligibility and coverage options for various Federal employee benefits and insurance programs to include but not limited to: Federal Employees' Health Benefits (FEHB) Program, Federal Employees' Dental and Vision Insurance Program (FEDVIP), Federal Employees' Group Life Insurance (FEGLI), Federal Flexible Spending Accounts Program (FSAFEDS), and the Federal Long Term Care Insurance Program (FLTCIP). Prepares correspondence and literature for distribution; sets up webinar trainings and provides logistical coordination for events that provide education and information related to employee benefits and retirement.

  • Status candidates must meet time-in-grade requirements (52 weeks at the next lower grade level).

  • The agency requires 30 days on site before being eligible to participate in the telework and/or alternate work schedule program.
  • Relocation expenses will not be paid.

Qualifications

MINIMUM QUALIFICATIONS REQUIREMENTS: All applicants must meet the qualification requirements outlined below to be considered minimally qualified for this position. The qualification requirements are in accordance with the Office of Personnel Management Qualification Standards. TIME-IN-GRADE REQUIREMENTS: Applicants possess one full year (52 weeks) of specialized experience at or equivalent to the next lower grade level or pay band in Federal service or equivalent experience in the private or public sector. SPECIALIZED EXPERIENCE: Applicants must have a minimum of one year of specialized experience at a level of difficulty and responsibility comparable to the next lower grade or comparable pay band in the Federal service or equivalent experience in the private sector. ALL QUALIFICATIONS MUST BE MET BY THE CLOSING DATE OF THIS ANNOUNCEMENT. You may qualify at the GS-07 level, if you meet the following minimum qualification requirement:One year of specialized experience equivalent to the GS-05 grade level in the Federal service or equivalent experience in the private sector which includes: (1) Utilizing various Microsoft suite programs to log and track information and (2) Researching federal laws and regulations. OR 1 full year of graduate level education or superior academic achievement. Superior Academic Achievement (SAA): Successfully completed a bachelor's degree in a curriculum that is qualifying for this position as described above from an accredited college or university, and meets one of the requirements for SAA based on the following: (1) class standing (upper third standing in the graduating class of a college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses); (2) grade-point average (3.0 or higher out of a possible 4.0) as recorded on the official transcript, or as computed based on 4 years of education, or (3.5 or higher out of a possible 4.0) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum; (3) election to membership in a national scholastic honor society. OR A combination of experience and education. (Combinations of successfully completed education and experience may be used to meet total qualification requirements as specified above. May be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify. Experience refers to paid and unpaid experience, including volunteer work done through National Service program (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
