About the Position: This position is located at Fort Hamilton in Southern New York City, Bay Ridge Brooklyn, at the base of the world famous Verrazano Narrows Bridge.

Duties

Serves as the Retirement Services Officer (RSO) and retirement services program manager, performing under the Director of Garrison Human Resources/ Chief, Military Personnel Division. Plans, coordinates, and conducts the annual Retirement Appreciation Day with the assistance of the retiree council. Establishes, and manages the installation Retirement Services Office homepage in accordance with established guidelines, directives, and policies. Provides individualized counseling regarding retirement, related problems and matters relating to personal affairs, rights, benefits, and privileges to include benefits and services administered by other federal, state, local agencies and civic and public-interest organizations. Compiles and submits annual funding requirements for the operations of the installation Retirement Services Program.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Temporary duty travel (TDY) may be required up to 10%.
  • Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. While probationary the incumbent can be terminated with limited appeal rights.
  • This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one year probation to assess your ability to perform supervisory duties is required unless previously completed.

Specialized Experience: One year of specialized experience which includes 1) Providing advisory services to individuals to include retirement benefits and/or retirement counseling; 2) Verifying eligibility for benefits such as retirement, disability, etc. and 3) Supervising subordinates work for completion, adequacy and/or quality. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Human Resources, Business Administration or Public Administration. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
