This position is a Program Analyst, GS- 0343-13 working in Bailey's Crossroads, VA for the R9-Division of Budget and Technical Support. This is a term position expected to last 13 months but may be extended up to a total of 4 years at management's discretion.

Duties

As a Program Analyst your duties will include, but are not limited to, the following: This position serves as the key staff POC for tracking and reporting all Inflation Reduction Act and Bipartisan Infrastructure Law fund sources, including appropriated, financial assistance and reimbursable agreements. As the Headquarters Ecological Services Program IRA/BIL analyst, this position will be responsible for coordinating, reporting and responding to multiple audiences inside and outside the organization (e.g., OIG, OMB, Division of Budget, Assistant Directors, Deputy Directors, regional leadership and other leadership team members). Activities may include drafting guidance and presentations for our regions program offices and DOI leadership as well as outside action agencies upon request. Responsible for quarterly tracking expenditures incurred and project future expenditures for the life of the agreement and/or funding years of availability. Contributes to, tracks and monitors program performance specific to IRA and BIL funding, to include hiring and performance targets. Develops queries and reports using various tools and/or applications (e.g., Excel, and SAP-based systems).

Qualifications

Only experience and education obtained by 06/21/2024 will be considered. In order to qualify for this position you must possess the Minimum Qualification. Minimum Qualification [GS-13] One year of specialized experience comparable in scope and responsibility equivalent to grade GS-12 (obtained in either the public or private sectors). Specialized experience includes: (1) Experience serving and/or certification as project manager (i.e., scope, executing, monitoring and closing projects); (2) Intermediate to advanced expertise in Microsoft Excel; (3) Experience utilizing Microsoft applications (e.g., OneNote and Sharepoint); and (4) Experience utilizing business intelligence and analytics software (e.g., Tableau). NOTE: Your resume must contain sufficient information in these areas to be found qualified. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
