This position is a Supervisory Realty Specialist, GS- 1170-13 working in Bismarck, ND for the R6-Bismarck Wetlands Acquisition Office.

Duties

As a Supervisory Realty Specialist your duties will include but are not limited to the following: In coordination with the Realty Officer, the incumbent supervises and directs all activities of the Realty Management Branch and/or Division consisting of a team of employees comprised of realty specialists, realty assistants, cartographers, land surveyors, and clerical/secretarial staff ranging in grade from GS-5 to GS-12. Plans work to be accomplished by subordinates; sets priorities and prepares schedules; assigns work to subordinates; evaluates performance of subordinates; provides advice, counselor instructions to individual employees on both technical and administrative matters. The incumbent in this position is responsible for performing Realty transactions which present a wide variety of problems in terms of size, complexity, diversity, lack of comparable data and/or valuation methods required. Incumbent negotiates with private landowners, representatives of Federal, State or County agencies, corporations, civic organizations and public agencies for the acquisition of real property by purchase, lease, easements, exchange or donation. Prepares an acceptable contract form, has it executed, and submits it for approval of higher supervisory officials. Procures and reviews abstracts of title, title certificates or title insurance and submits same along with a purchase contract and other documents to supervisor for general review. Analyzes and takes appropriate action to clear those objections cited, drafts an acceptable form of deed and has it executed and recorded and takes all other actions necessary to vest title in the United States and returns file to supervisor for final review. Reviews and approves methodology utilized in determining the Adjusted Accessed Land Value, which is used to establish payments for the acquisition or minimally restrictive conservation easement. Advises and explains the procedures which assure compliance with Public Law 91-646 on displacement activities of persons and businesses upon acquisition of the property. Explains landowner benefits, alternatives, objectives, and the Service's position on the conservation of the land to private landowners and public agencies.

  • Supervisory Probationary Period: Selectees who have not previously completed a supervisory probationary period, will be required to serve a one-year supervisory/managerial probationary period for this position.

Qualifications

Only experience and education obtained by 06/21/2024 will be considered. In order to qualify for this position, you must possess the Minimum Qualification. Minimum Qualification [GS-13] Possess one (1) year of specialized experience equivalent to at least the GS-12 grade level in the Federal service that equipped you with the particular knowledge, skills and abilities to perform successfully the duties of this position and that is typically in or related to the work of this position to be filled. Specialized experience may include: planning and directing the acquisition of lands and easements utilizing knowledge of real estate principles, policies, and methods of acquisition, as well as regulatory requirements relating to real estate, tribal land allotment, and historic land grant practices; acquiring, managing and disposing of real property interests; negotiating complex and or sensitive acquisition cases; supervising and directing all activities for a diverse staff. NOTE: Your resume must contain sufficient detail of this level of work, i.e., complete begin/end dates, hours worked per week, duties performed, etc. for each timeframe for consideration. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Time In Grade Requirement: Applicants must meet both eligibility and qualification requirements for the position of interest by the closing date of the JOA. Specifically, i. Area of Consideration. ii. Time-in-grade (TIG) requirements as specified in 5 CFR 300, Subpart F. iii. Time after competitive appointment as specified in 5 CFR 330.502. iv. Qualification requirements outlined in OPM's Qualifications Standards for General Schedule Positions or for Federal Wage System (FWS), wage grade positions, applicants are evaluated using the OPM Job Qualification System for Trades and Labor Occupations and the job element examining method Your SF-50 will be used to confirm you meet all requirements
