This position is a Realty Specialist, GS- 1170-5/7 for the Bismarck Wetlands Acquisition Office or the Sand Lakes Wetlands Acquisition Office. Duties

The major duties listed represent the grade level of GS-7. At lower grade level, you will perform assignments of a more limited scope and with less independence. As a Realty Specialist your duties will include, but are not limited to, the following: Prepares realty documents and acquisition agreements to include, but not limited to, exchange agreements, donations, leases, and easements. Administers routine contracts with title companies and abstractors to meet title curative requirements. Assists in the development of planning documents that support long and/or short-range plans that establish new refuges or the expansion of existing refuges across the United States and its territories. Provides basic information to the public and other clients or staff on formulation of land acquisition standards for landscape conservation, identifying property needs and analyzing alternative strategies, as well as ensuring sufficient rights-of-way and/or access. Determines land ownership and status, reviews applications and realty plan for land development, assisting with the conduction of field examinations, establishing and maintaining case files, and preparing and disseminating notices of realty actions when required. Responds to general inquiries regarding laws, regulations and Service/Department policies and procedural guidelines for administering the program.

Qualifications

Only experience and education obtained by 01/19/2024 will be considered. In order to qualify for this position you must possess both the Minimum Qualification. Minimum Qualification [GS-5] I have three (3) years of progressively responsible general experience, 1 year of which was equivalent to at least GS-4 in the Federal service, that demonstrates the ability to (1) analyze problems to identify significant factors, gather pertinent data, and recognize solutions; (2) plan and organize work; (3) communicate effectively orally and in writing. Experience of a general clerical nature (typing, filing, routine procedural processing, maintaining records, or other nonspecialized tasks) is not creditable. NOTE: Your resume must contain sufficient information (i.e., complete begin/end dates, work schedule, duties performed, etc.) for each period of work for consideration. OR I possess a 4-year course of study in any field from an accredited college or university leading to a bachelor's degree. NOTE: Transcripts required. OR I possess a combination of education and experience as described in 1 and 2 above which together equals 100% of the requirement. NOTE: Transcripts required and your resume must contain sufficient detail describing this level of experience to meet this standard. Minimum Qualification [GS-7] I possess one (1) year of specialized experience comparable in scope and responsibility equivalent to grade GS-05 in the Federal service. Experience may include: 1) responding to inquiries and explaining realty processes and services; 2) preparing drafts of routine realty documents for review and approval; 3) coordinating records for compliance with established record management guidelines; 4) reviewing legal documentation to prepare, complete, or initiate title, deed, right-of-way, and easement permits and applications; 5) maintaining purchase and reconciliation records as they relate to land purchase; 6) proofreading agreements, leases, and other real estate documents; 7) utilizing multiple computer systems to access and input realty data (digital archiving, ArGIS, Microsoft, spreadsheets and databases), and assisting in maintaining and retrieving information and reports from automated systems. NOTE: Your resume must contain sufficient information (i.e., complete begin/end dates, work schedule, duties performed, etc.) for each period of work for consideration. OR I possess one (1) year of graduate education from an accredited college or university in a directly related field that provided the knowledge, skills and abilities necessary to perform the work of the position. NOTE: Transcripts required. OR I have a combination of successfully completed graduate level education, and specialized experience (both as described above) that, when computed as percentages of their respective requirements, equals at least 100% when combined. NOTE: Transcripts required, and your resume must contain sufficient detail describing this level of experience to meet this standard. OR I meet the Superior Academic Achievement criteria, completion of a 4-year course of study leading to a bachelor's degree in a related field of study with either (1) Class Standing: Upper one-third of the graduating class in the college, university, or major subdivision based on completed courses. (2) Grade-Point Average: A grade point average of (a) 3.0 or higher out of a possible 4.0 (B or better) as recorded on the official transcript or as computed based on four years of education, or computed based on courses completed during the final two years of the curriculum; -or- (b) 3.5 or higher out of a possible 4.0 0 (B+ or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final two years of the curriculum. (3) Election to Membership in a National Scholastic Honor Society: Applicants may be considered eligible based on membership in one of the national scholastic honor societies. Membership in a freshman honor society cannot be used to meet the requirements of this provision. NOTE: Transcripts required. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

PROOF OF EDUCATION: All applicants who are using education or a combination of education and experience to qualify must submit copies of official or unofficial transcripts which include grades, credit hours earned, major(s), grade point average or class ranking, institution name, and student name. If any required coursework is not easily recognizable on transcripts, or if you believe a portion of a particular course can be credited toward meeting an educational requirement, you must also provide a memorandum on letterhead from the institution's registrar, dean, or other appropriate official stating the percentage of the course that should be considered to meet the requirement and the equivalent number of units. Unofficial transcripts are acceptable; however, if you are selected for the position, you will be required to produce the original official transcripts.

PASS/FAIL COURSES: If more than 10 percent of your undergraduate course work (credit hours) were taken on a pass/fail basis, your claim of superior academic achievement must be based upon class standing or membership in an honor society.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
