This position is located with the BIA, Office of Trust Services, Division of Forestry & Wildland Fire Management, located at the National Interagency Fire Center (NIFC), in Boise, Idaho. Information about the surrounding area can be found at https://www.boisechamber.org/ The duty location is in Boise, ID or may be negotiable at the time of selection, but it MUST be within the local commuting area of any Bureau of Indian Affairs Office.

Duties

Provide specialized guidance and advice in the development of standards, collection, analysis, management and maintenance of wildland fire and fuels management program data. Utilize business and wildland fire management expertise to support the fuels management program at the national level. Perform work that is concerned with organizing, analyzing, evaluating and/or improving the efficiency and management of fire management program data (preparedness, fuels, and wildfire prevention). During emergency all-risk situations the incumbent may be required to participate in Division of Wildland Fire Management activities.

Qualifications

Specialized Experience: In order to be rated as minimally qualified for this position, we must be able to determine that you meet the minimum qualification requirements - please be sure to include this information in your resume. No assumptions will be made about your experience. Failure to provide required information on resume could result in ineligibility for consideration. For GS-12: You must possess one (1) full year of specialized experience at or equivalent to the GS-11. Specialized experience MUST demonstrate experience in at least three of the following areas: Experience at a regional level as the technical authority in data management, standards, storage, gathering and reporting. Experience at a regional level in applying analytical and evaluative data methods and techniques. Resolving complex wildland fire data issues. Extensive knowledge and experience related to the policy and use of the use of Interior Fuels Planning and Reporting System (IFPRS) Advanced knowledge and experience in utlizing ESRI Arc GIS Online (AGOL) features and applications for mapping, data collection and analysis to include Survey 123 online and Survey 123 Connect. All qualifying experience above MUST be at the regional level or higher. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all qualification requirements by the closing date of the announcement. Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level. Preference in filling vacancies is given to qualified Indian candidates in accordance with the Indian Reorganization Act of 1934 (Title 25, USC, Section 472). Verification Form BIA-4432 must be submitted with the application if claiming Indian Preference. Indian Preference eligibles not currently employed in Federal service may be appointed under the Excepted Service Appointment Authority Schedule A, 213.3112(a)(7).
