The mission of the National Counterintelligence & Security Center is to lead and support the U.S. Government's counterintelligence (CI) and security activities critical to protecting our nation; provide CI outreach to U.S. private sector entities at risk of foreign intelligence penetration; and issue public warnings regarding intelligence threats to the U.S.
Duties
The Special Security Directorate (SSD) is embedded with the National Counterintelligence & Security Center. SSD enables the DNI in her role as the Security Executive Agent by executing oversight and implementation roles and responsibilities Federal government wide. Serve as the Deputy Assistant Director (DAD) of the Special Security Directorate (SSD), working closely with the Assistant Director of SSD to lead the directorate's mission and staff.
Lead Security Clearance Reform efforts, known as Trusted Workforce 2.0, to ensure the USG is best postured to recruit and retain a trusted 21st century workforce
Execute the day-to-day responsibilities of the Security Executive Agent on behalf of the DNI.
Provide expert guidance and represent the equities of the DNI in interactions with the IC, Federal Partners, the Department of Defense, Congress, the Government Accountability office, and cleared industry on special security matters.
Establish, guide, and oversee ODNI and IC working groups, boards, and committees, as needed, to support accomplishment of corporate and strategic goals.
Deliver the necessary security policies, standards, and technical solutions to the USG to enhance their security posture.
Evaluate USG-wide progress in meeting personnel security-related performance goals.
Ensure that the performance of the DNI's essential functions are consistent with DNI requirements and mission objectives; establish and coordinate policies and standards accordingly.
Engage with the media, private citizen interest groups and other elements of the public as required.
Perform personnel management responsibilities with a focus on building a high-performance workforce; promote team building and a collaborative work environment; ensure goals and performance objectives are understood; assess performance and provide timely feedback, recognition, and remediation.
Serve as part of the NCSC senior leadership team, advancing CI and security excellence across the USG.
Qualifications
Mandatory Requirements:
Expert knowledge of the personnel security mission gained through substantive experience conducting either background investigations, adjudications, polygraph examinations, or any combination thereof; and, expert level experience managing personnel security programs.
Senior level experience with IC and national level policy interpretation, execution and evaluation.
Experience working with senior official counterparts from other government agencies to develop consensus and common purpose on complicated policy issues.
Excellent oral and written communication skills, including the ability to exert influence with senior leadership and communicate effectively with people at all staff levels, both internal and external to the organization.
Desired Requirements:
Experience working in or with agency insider threat and CI programs
Experience or knowledge of the physical, technical, and/or cyber security disciplines.
Experience with agency, IC and/or national level policy development.
Experience working on foreign partner (FVEY) collaborative initiatives.
