This position is located in the United States Department of Agriculture (USDA), Office of the Assistant Secretary for Civil Rights (OASCR), In this position, you will serve as first-line program expert, who will respond to human and financial resource related matters for the organization and provide front-line advice and guidance to the Deputy Assistant Secretary for Civil Rights.
This position is to be a detail not to exceed 90 days with the option to extend the detail for a longer period.
Duties
Has significant responsibility and input in a myriad of functions i.e., financial resources, human resources, facilities management, process improvement, supervision, and Continuity of Operations Planning (COOP).
Coordinates, plans, develops, and executes critical and/or sensitive assignments, position papers, proposals, recommendations, and inquiries.
Initiates, formulates, and implements cutting-edge budgetary concepts, principles, and methods to address extremely difficult financial systemic problems on a national scale, and to advance the visibility of the Civil Rights program.
Plans, organizes, and directs the financial execution of interagency agreements ensuring that services comply with legal and regulatory requirements and meets customer needs.
Conceives, plans, and conducts financial analyses, evaluations, or investigations of outstanding scope, difficulty, and complexity in program areas of critical importance to the Department.
Advises and provides counsel to employees regarding policies, procedures, and directives of management.
Qualifications
This is a detail assignment not-to-exceed 90 days, and will be filled at the grade level advertised. This assignment may be ended earlier or extended, based on management's needs. This is NOT a temporary promotion and temporary promotion candidates will not be considered, interested applicants must currently be in in a non-time limited appointment in the same grade level they are applying for.
At the GS-15: Qualifying experience for GS-14 includes one year of specialized experience comparable to GS-14 which is directly related to the work of this position, and which has equipped the applicant with the knowledge, skills, and abilities to successfully perform the duties of the position. For this position, specialized experience is experience providing expert technical advice on human and financial resources; developing budget formulation and execution for an office; and supervising a team of professionals.
To be considered for this position as a DETAIL at the GS-15 grade level, you must possess the knowledge, skills, and abilities to potentially qualify for a detail and hold the same grade level you are currently applying for.
Upon completion of this detail, the employee will be expected to return to his/her regular duties.
An employee who is on detail is considered for pay and FTE purposes to be permanently occupying his or her regular position. There will be no change in current pay.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
