The primary purpose of this position is to serve as the Headquarters, Air Force Special Operations Command (HQ AFSOC), Special Access Program Central Officer (SAPCO), ensuring the directorate meets all regulatory requirements concerning USSOCOM and SAF/AQ security polices and directives in support of SAPs.
Duties
Key manager responsible for establishing and overseeing security policies and procedures for assigned HQ AFSOC MFP-11 and SAF/AQ classified and special access required (SAR) programs.
Manages and ensures the physical security integrity of classified the SAR facilities and program equipment. Establishes, promulgates and manages personnel security requirements for all individuals assigned to USSOCOM and SAF/AQ classified and SAR programs.
Manages and ensures the integrity of classified and SAR program information being processed on Automated Infromation Systems (AIS) within HQ AFSOC/XPRESS.
Provides direct support and expertise to the Director, Acquistion Management Division, the Chief, Advances Technology, Studies and Analysis Branch and staff for day-to-day security operations in support of the Information and Operation Security Programs.
Manages HQ AFSOC/XP security education and training requirements, conducting initial and recurring security education and training for SAR Programs throughout the AFSOC support community.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZEDEXPERIENCE: I have at least one year of specialized experience equivalent to the GS-11 or above or equivalent pay band which includes mastery of knowledge of a wide range of security specialties, principles, concepts and methodologies to carry out assignments independently and resolve difficult and complex security problems; 2) knowledges of a wide variety of state-of-the-art security equipment and devices in planning and implementing security procedures; 3) knowledge of the organizational structures, missions and programs of USSOCOM, the services, the Joint Staff, OSD and Intelligence Agencies; 4) Knowledge of DoD and USSOCOM specific security objectives, techniques, and command procedures for implementation of policy; 5) knowledge of methods, rules, and policies applied in accomplishing information and physical security in order to ensure that accountability and control procedures are adequate for MFP-11 and SAF/AQ classified and SAR programs; 6) knowledge of SAP facility accreditation policy and procedures; 7) knowledge of security requirements and regulations affecting SOF operations; 9) ability to analyze and evaluate written data and; 10) ability to communicate effectively orally and in writing. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of a wide range of security specialties, principles, concepts and methodologies. Knowledge of a wide variety of state-of-the-art security equipment and devices in planning and implementing security procedures.
Knowledge of a broad range of security program relationships and significate expertise and depth in security regulations and directives issued by the Department of Defense, Military Services, and applicable Executive orders and Congressional Laws. Knowledge of USSOCOM and SAF/AQ security directives and procedures in support of SAR programs.
Knowledge and skill in the application of physical, personnel, and information security procedures of the DoD, military services, and USSOCOM.
Knowledge of security requirements and regulations affecting special operations forces.
Ability to analyze and evaluate written data.
Skill in written and oral communications.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
