The Director's Advisor for Military Affairs (DAMA) synchronizes IC efforts that support DoD priorities, strengthens IC/DoD relationships, and serves as the DNI's principal advisor on all military and DoD issues.

Duties

Director of National Intelligence Advisor for Military Affairs (DAMA) office lead for facilitating IC-DOD strategic partnerships and collaborative opportunities between the ODNI and the DOD, Combat Support Agency, Joint Staff, Combatant Commands (CCMDs), military services, and other DOD entities. Support the formulation, development, production and evaluation of a broad range of policies, processes, and guidance on IC enterprise support for military operations, including mission enabling functions and intelligence oversight disciplines. Collaborate, coordinate, and facilitate communication of these policies, processes, and guidance among IC-DOD enterprise partners. Provide subject matter expertise for ODNI senior leadership and their DOD counterparts regarding the interdependencies between DOD warfighting requirements and IC capabilities. Lead, plan, and oversee efforts to identify long-range issues of importance to both the DOD and IC. Develop methods of out-reach within and outside the IC to maintain awareness of emerging issues. Provide informed analysis and recommendations that ensure IC strategic plans and programs align with the requisite capabilities and the strategic objectives of the National Intelligence and National Defense strategies. Prepare briefings, reports, and presentations for the DAMA, senior ODNI officials, DOD leadership, senior policymakers, and senior U.S. Government officials to meet their specified requirements. Prepare, facilitate, and coordinate on DAMA responses to Congressionally Directed Actions and partner with ODNI's Legislative Affairs Office to support congressional engagements. Develop and leads a tailored portfolio of IC-DOD enterprise management initiatives, as assigned by the DAMA. Build and sustain strong partnerships across the ODNI to ensure early awareness and identify cross-cutting IC support to address challenges critical to whole of government response options involving integration of DOD and IC capabilities. Develop and maintain internal and external networks of subject matter experts to facilitate support for DAMA and DNI/PDDNI requirements. Represent the DAMA within ODNI, IC, and DOD working groups and coordinate activities across the IC-DOD enterprise as appropriate and strengthen understanding of the ODNI, IC, and DOD challenges to resolve issues. Participate in IC and DOD strategy and planning activities. Lead, plan, promote, and share information and knowledge within ODNI, across the IC, and with other government agencies, and in doing so, effectively recognize, value, build, and leverage diverse and collaborative networks within these organizations.

Requirements

Qualifications

Experience with planning and conducting national level intelligence analysis and collection. Expert level understanding of issues related to intelligence support to military operations. Broad knowledge of DOD and IC policies, strategies, doctrine, and capabilities. Superior ability to identify emerging defense strategic issues and technology trends. Possess the ability to assess these trends and their relationship to IC readiness to support modern warfare. Experience in a range of IC and DOD challenges and inter-dependencies, ranging from enterprise operations to policy formulation, allied military partnerships and resourcing. Superior capability to develop options and recommendations for senior decision makers. Superior ability to execute effective engagements involving the IC and DOD partners. Ability to unite stakeholders to action collaborative recommendations. Experience building, negotiating, and leveraging IC-DOD professional networks to tackle strategic problems and achieve results. Experience in leading diverse teams tasked with solving complex intelligence challenges with significant DOD equities. Strong oral and written skills, particularly in synthesizing challenging, complex issues. Superior interpersonal, organizational, and problem-solving skills, including the demonstrated ability to work effectively independently or collaboratively on a team. Desired Requirements Prior military and/or civilian experience working in a DOD element such as a Combat Support Agency, the Joint Staff, the Pentagon, or CCMD, or experience within the IC as the primary interlocutor to DoD organizations.
