About the Position: Serves as Chief, Flood Risk Management- Riverine Section, Economics Branch, Regional Planning and Environment Division South, with responsibility for planning, coordinating, supervising, and conducting complex economic and socioeconomic studies in the field of water and related land resources development.

Duties

Plans, directs, coordinates, and participates in section activities, providing administrative and technical supervision over subordinate professional employees. Plans and conducts economic studies to determine the benefits of existing and proposed water resources development projects. Develops and compiles the economic portion of detailed feasibility studies, design memoranda, and other study requirements relating to such projects. Organizes the broader work phases such as establishing internal policies and procedures and coordinates the activities of the section to insure steady workflow, maximum production, compliance with deadlines, and overall efficiency of operations. Performs a variety of personnel management functions, evaluates performance, interviews and selects new employees, recommends disciplinary actions, settles minor employee grievances, and accomplishes other related supervisory tasks.

Degree: Bachelor's degree (or higher degree) in economics that includes 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus. OR B. Combination of Education and Experience: Courses equivalent to a major in economics, as shown in A above, plus appropriate experience or additional education. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience for GS-13: One year of specialized experience which includes: 1) Conducting navigation, flood risk management, environmental restoration and other water and related land resource studies, AND 2) Analyzing economic value of budgets related to Civil Works projects. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. You will be evaluated on the basis of your level of competency in the following areas: Decision MakingProblem SolvingTechnical Competence Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent. For the GS-13 you must have 52 weeks at the GS-12 level. With regards to time-in-grade validation, if you held a position other than a GS pay plan, be sure your resume includes the pay plan and the salary you earned during the assignment. Without this information, your time-in-grade validation may not be able to be verified and will result in your not meeting the time-grade requirement for this vacancy.
