About the Position: Serves as a "senior economist" in the Economic and Social Analysis Branch with responsibility for performing the full scope of assigned studies, reports, and related work pertaining to the benefit analysis of existing and proposed civil works projects. Studies are separated into the four major categories of navigation, agricultural flood damage, urban flood studies, and a general water resource category.

Duties

Develops and compiles the economic portion of detailed feasibility studies, design memoranda, and other study requirements relating to such projects. Conducts field surveys, develops questionnaires, initiates correspondence, and utilizes published economic information in obtaining basic data. Determines and evaluates trends indicated by statistical compilation of economic data based upon linear regression analysis, historical growth trends, and professional judgment. Analyzes economic indicators such as population growth, per capita income, value of farm products sold, value added by manufacturing, land utilization, waterway traffic, etc. Establishes correlation between economic activity and commodity movements on specific waterways to provide the basis for determining benefits expected to accrue over the project life. Computes flood damages expected to occur within a flood plain both with and without project or modification to existing water resource project. Analyzes current land availability, land use, and other urban growth trends to determine future expected flood damages with and without project.

Degree: Bachelor's degree (or higher degree) in economics that includes 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus. OR B. Combination of Education and Experience: Courses equivalent to a major in economics, as shown in A above, plus appropriate experience or additional education. In addition to meeting the basic requirement above, to qualify for this position you must also meet the specialized experience listed below: Specialized Experience for the GS 12 Position: One year of specialized experience equivalent to the GS-11 grade level in the Federal service which includes: 1) conducting economic analysis of benefits, costs, feasibility, and impacts of water resources projects; AND 2) using econometrics, statistics, and/or computer modeling to conduct economic analysis; AND 3) preparing reports and other documentation of economic analysis methodology and results. You will be evaluated on the basis of your level of competency in the following areas: Data AnalysisPlanning and EvaluatingStrategic ThinkingTechnical Competence Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
