This position is in the Office of Workers' Compensation Programs (OWCP) Ombuds Office within the Office of the Director and reports to the Ombudsperson. This position is outside the bargaining unit.

Duties

Major Duties: Serves as a confidential employee under 5 USC 7112(b)(3) in that during the normal performance of their duties will have access to confidential information and a component of their daily duties will be as a confidential assistant to the Ombudsperson in the performance of their role as Associate Ombudsperson. The duties may include obtaining advance information of management's position on labor relations matters. Incumbent may also attend meetings in which they overhear discussions of labor relations matters; and have access to and prepare materials related to labor relations matters. Reports to and supports the efforts of the Ombudsperson in fulfilling the duties of the OWCP Ombuds Office. Respond to inquiries and concerns received in accordance with policy of OWCP Ombuds Office. Document actions taken to respond to and resolve inquires, and concerns received by utilizing established procedures of the OWCP Ombuds Office. Manages own caseload, discusses inquiries and concerns with the Ombudsperson, and coordinates with the Ombudsperson in working with staff of the Federal Employees', Black Lung and Longshore Programs in facilitating resolution. Analyze data, identify trends, assists with compiling reports for the OWCP Ombuds Office. Works with the Ombudsperson to update, as necessary, policies, procedures and guidelines for the OWCP Ombuds Office. Assists Ombudsperson with planning, creating, and updating outreach materials, and delivering outreach and education presentations to internal and external stakeholders.

Requirements

  • Must be at least 16 years old.
  • Requires a probationary period if the requirement has not been met.
  • Candidate required to obtain the necessary security/investigation level.

Qualifications

The selectee will report to an assigned DOL office location on a regular basis and be eligible for telework as determined by agency policy. This is not a remote position. Offices are located in Boston, MA, Chicago, IL, Cleveland, OH, Jacksonville, FL, Dallas, TX, Houston, TX, Kansas City, MO, Lakewood, CO, Long Beach, CA, New Orleans, LA, New York, NY, Norfolk, VA, Philadelphia, PA, San Francisco, CA, Seattle, WA, or Washington, D.C. Advertised salary reflects the pay range for the above locations. Upon selection, the salary will be set in accordance with the selectee's assigned duty location. Applicants must have at least 52 weeks of experience at the next lower level in the position being filled. Examples of specialized experience would include work experience in most of the areas as follows: Applying Alternative Dispute Resolution methods or community relations methods to resolve complaints. Facilitating or mediating groups or individuals to negotiate jointly acceptable resolution of issues in conflict. Analyzing technical and/or sensitive policy issues, identifying trends, and presenting policy recommendations. Communicates or presents technical information and/or sensitive information to management, a customer, or an audience. Facilitating large group discussions or dialogue on sensitive or confidential issues.
