This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position Performs professional work applicable to environmental cleanup/restoration projects involving compliance with environmental regulations for disposal of construction wastes and remediation of sites contaminated with a variety of hazardous wastes and toxic materials, waste and debris.
Duties
Reviews quality assurance plans for compliance with contract documents and regulatory requirements.
Provides oversight and field surveillance of contractors sampling and screening procedures to ensure compliance with contract documents, approved sampling and analysis plans, and regulatory requirements.
Reviews remedial investigations, feasibility studies and remedial designs to ensure appropriate criteria and methods for sampling and testing, biddability, constructability, operability, and environmental compliance.
Serves as the technical expert and point of contact within the Resident Office on the environmental and chemical aspects of the Resident office environmental compliance, cleanup/restoration mission.
Reviews designs, shop drawings, plans and specifications for toxic and hazardous waste site cleanups to ensure compliance with sampling, testing and analysis quality assurance standards.

- This position has a Temporary Duty (TDY) or business travel requirement of 5% of the time.
- This is a Term position scheduled to last 4 years.
- Term employment is subject to a one year trial period.
Qualifications
This is a TERM position not to exceed 4 years.
A term position may be extended to a maximum of eight (8) years depending upon the needs of management.
This position cannot be made permanent.

BASIC REQUIREMENTS FOR THE ENVIRONMENTAL ENGINEER
A. Degree: Bachelor's degree (or higher degree) in engineering. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher degree) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); OR (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.
OR
B. Combination of Education and Experience: College-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:
1. Professional registration or licensure - Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions.
2. Written Test - Evidence of having successfully passed the Fundamentals of Engineering (FE) examination, or any other written test required for professional registration, by an engineering licensure board in the various States, the District of Columbia, Guam, or Puerto Rico.
3. Specified academic courses - Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in A above. The courses must be fully acceptable toward meeting the requirements of an engineering program.
4. Related curriculum - Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
BASIC REQUIREMENTS FOR THE PHYSICAL SCIENTIST
A. Degree: Bachelor's degree (or higher degree) in physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.
OR
B. Combination of Education and Experience: Courses equivalent to one of the majors, as shown in A above, that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.
BASIC REQUIREMENTS FOR THE CHEMIST
A. Degree: Bachelor's degree (or higher degree) in the physical sciences, life sciences, or engineering that included 30 semester hours in chemistry, supplemented by course work in mathematics through differential and integral calculus, and at least 6 semester hours of physics.
OR
B. Combination of Education and Experience: Course work equivalent to a major in the physical sciences, life sciences, or engineering, including at least 30 semester hours in chemistry, supplemented by mathematics through differential and integral calculus, and at least 6 semester hours of physics, plus appropriate experience or additional education.
BASIC REQUIREMENTS FOR THE INDUSTRIAL HYGIENIST
Degree: Bachelor's or graduate (or higher level) degree in industrial hygiene, occupational health sciences, occupational and environmental health, toxicology, safety sciences, or related science. The education must be accredited by an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained.
OR
Related Degree: Bachelor's degree in a branch of engineering, physical science, or life science that included 12 semester hours in chemistry, including organic chemistry, and 18 additional semester hours of courses in any combination of chemistry, physics, engineering, health physics, environmental health, biostatistics, biology, physiology, toxicology, epidemiology, or industrial hygiene. The education must be accredited by an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained. For engineering degrees to be acceptable, the curriculum must be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum.

Certification from the American Board of Industrial Hygiene (ABIH).
In addition to meeting the one of the basic requirements above, to qualify for this position you must also meet the qualification requirements listed below:
MINIMUM QUALIFICATION
Specialized Experience: One year of specialized experience which includes: Managing investigation and remediation of contaminated sites under Federal and/or state environmental cleanup regulations. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
