Duties

Joining the Customs and Border Protection Office of Training and Development will allow you to use your knowledge to ensure that the training provided in CBP meets all technical requirements of all specialty areas. This position starts at a salary of $103,409.00 (GS-13, Step 1) to $134,435.00 (GS-13, Step 10) GS Salary: Visit this link to view the locality pay tables by geographic area. Major duties include: Serving as a lead analyst analyzing, designing, revising, developing and evaluating training courses or instructional package along with related training materials; Assessing the strengths and weaknesses of various methods for performance and job-based training / learning, such as classroom, computer based, broadcast, or on-the-job training; Analyzing and evaluating various types of documents for adherence to instructional systems design principles and practices; Making recommendations to senior management on adopting, modifying, or discontinuing various types of instructional policies, procedures, methods and approaches based on determined customer learning, training and performance needs; Resolving any problems that arise with the revision or development of new or existing instructional materials.

Basic Requirement: Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree that was supplemented by at least 24 semester hours appropriate to the work of the position to be filled. The course work must have included study in at least four of the following five areas: Learning theory, psychology of learning, educational psychology: Study of learning theories as they relate to the systematic design, development, and validation of instructional material. Instructional design practices: Study of the principles and techniques used in designing training programs, developing design strategy and models, and applying design methods to the improvement of instructional effectiveness. Educational evaluation: Study of the techniques for evaluating the effectiveness of instructional/educational programs, including developing written and performance tests and survey instruments, and determining reliability and validity of evaluation instruments. Instructional product development: Study of the techniques appropriate for developing training materials, including identifying learner characteristics, specifying objectives, applying training strategy, validating training materials, and evaluating training. Computers in education and training: Study of the application of computers in education and training, including selecting appropriate computer software. Along with the basic requirement listed above you must meet the experiences statement below to qualify for this position. Experience: You qualify for the GS-13 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Planning, developing, and initiating programs of instruction that have established performance objectives and or training aids. Assessing the strengths and weaknesses of alternative methods for job-based teaching/learning. Maintaining curriculum to ensure that courses are up to date. Assisting with quality assurance assessments of the analysis, design, development, implementation, and evaluation phases of the Instructional Systems Design process. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must: Meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process; and Meet all applicable Time in Grade requirements (current federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the federal service) by 06/13/2024. The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees.
