This position is located in the Department of State (Department), Office of Inspector General, Office of Inspections (OIG/ISP). The incumbent serves as a lead Inspector with responsibility for reviews of the Department and U.S. Agency for Global Media (USAGM) foreign assistance programs and activities through inspections of overseas missions and domestic bureaus. 

Duties

The incumbent reports to the Functional Coordinator for Foreign Assistance and to the Director of the Policy Implementation Division in OIG/ISP. The incumbent plans and conducts inspections and reviews of Department and USAGM programs and operations. Inspections may include detailed reviews of foreign assistance implementing mechanisms, such as contracts, grants, cooperative agreements, interagency reimbursable agreements, and government-to-government assistance. In addition, the incumbent assesses strategic management of foreign assistance programs, including program design, chief of mission oversight of assistance activities, performance management, and strategic planning. The incumbent performs the duties listed below:

Requirements

  • U.S. Citizenship is required.
  • Incumbent will be subject to random drug testing.
  • Males born after 12/31/1959 must be registered with Selective Service
  • Overtime may be required on short notice to include nights, holidays, and weekends in support of related mission requirements, as a condition of employment. Approved overtime hours will be compensated with overtime pay or compensatory time.
  • The incumbent may be required to carry a Government Furnished Equipment (GFE) cellular device.
  • Must be able to obtain and maintain a Top Secret security clearance.

Qualifications

Applicants must meet all the qualifications requirements described below by the closing date of this announcement. NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.  Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5 CFR 300, Subpart F. Time-in-grade documentation: If you are applying for a higher grade and your SF-50 has an effective date within the past year, it may not clearly demonstrate you meet the 1-year time-in-grade requirement so you will need to provide an SF-50 which clearly demonstrates you meet the time-in-grade requirements (examples of appropriate SF-50s include Promotions, Within-grade Grade/Range Increases, and SF-50s with an effective date more than one year old). Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following:  Experience obtaining, analyzing, and documenting data related to foreign assistance. Experience managing or conducting oversight of foreign assistance programs, in particular contracts, as well as grants, cooperative agreements, IAAs, and voluntary contributions. Experience interpreting laws, regulations, and policies pertaining to foreign assistance. Experience drafting formal written products (e.g. reports, analysis, presentations, procedures, policy proposals, etc.) for internal and external audiences. Experience providing clear, concise briefings to senior officials on policy and/or program issues involving foreign assistance. There is no substitute of education for specialized experience for the GS-14 position.
