You will serve as a Senior Engineer/Architect performing duties as the CAPITAL IMPROVEMENTS ACQUISITION READINESS COODINATOR (CARC) in the CAPITAL IMPROVEMENTS BUSINESS LINE of NAVAL FAC ENGINEERING CMD WASH.

Duties

You will provide expertise in developing Architect/Engineer (AE) Indefinite Quantity/Indefinite Delivery contracts (AE IDIQs) and Multiple Award Construction Contracts (MACCs). You will develop the annual Capital Improvements Acquisition Plan (CI AQ Plan) coordinating the plan inputs with CI Product Line Coordinators, Design Production Director, Acquisition, Operations, and Small Business. You will continually collect and analyze contract data to revise the CI ACQ plan and determine future requirements for MACCs and AE IDIQs to avoid lapses in required contract capacity. You will lead the procurement of Architect-Engineer, Indefinite Delivery, Indefinite Quantity (AE IDIQ) contracts. You will provide technical expertise to project and design managers in developing stand-alone contract actions for design and construction services.

Qualifications

Selective Placement Factor (SPF): This position has an SPF which is CURRENT registration as a Professional Engineer (PE) or Architect (RA) in any State, the District of Columbia, the Commonwealth of Puerto Rico, or Guam. In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of SPECIALIZED experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Providing technical support and discipline expertise to the contracting processes related to design-build/design-bid-build, source selection processes, and design and construction program requirements to develop Architect/Engineer (AE) Indefinite Delivery/Indefinite Quantity Contracts (IDIQs) and Multiple Award Construction Contracts (MACCs) as well as stand-alone contracts for these services; 2) Developing or assisting in the development of Scopes of Work, market research, drafting Acquisition Plans and Source Selection Plans; 3) Participating on Technical Evaluation Teams (TETs) and Source Selection Boards (SSBs); and 4) Assisting with research to develop future requirements for AE IDIQs and MACCs. Education

Applicants for the Professional Engineering Series must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Applicants for the Professional Architecture Seriesmust meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

Successful completion of a bachelor's or higher degree in architecture.
OR
Successful completion of a bachelor's or higher degree in a field related to architecture that included 60 semester hours of course work in architecture or related disciplines of which at least (1) 30 semester hours were in architectural design, and (2) 6 semester hours were in each of the following: structural technology, properties of materials and methods of construction, and environmental control systems.
OR
Have a combination of college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the arts and sciences underlying professional architecture, and (2) a good understanding, both theoretical and practical, of the architectural principles, methods, and techniques and their applications to the design and construction or improvement of buildings. The curriculum for a degree is in either architecture or architectural engineering and covers function, esthetics, site, structure, economics, mechanical-electrical, and other engineering problems related to the design and construction of buildings primarily (but not exclusively) intended to house human activities OR you lack a degree in architecture, but have 1 year of experience in an architect's office or in architectural work for each year short of graduation from a program of study in architecture that demonstrates that you have acquired a thorough knowledge of the fundamental principles and theories of professional architecture.
