Duties
The following are the duties of this position at the GS-13. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.
As a/an Small Business Utilization Specialist, you will:
Implement agency policies and procedures on matters relating to small, small disadvantaged, Section 8(a), women-owned, and Service Disabled Veteran-Owned Small Businesses (SDVOSBs), as well as Historically Underutilized Business Zones (HUBZones).
Assist in the planning and management of programs addressing the small and disadvantaged business community and the agency's efforts to assist other government entities in assisting the community.
Review proposed legislation or regulations which would significantly change the agency small and disadvantaged business programs and the way the agency conducts its business with the public or private industry.
Review contracting documents that are submitted by HUD's numerous program offices and Office of the Chief Procurement Officer (OCPO).
Qualifications
You must meet the following requirements by the closing date of this announcement.
Specialized Experience: For the GS-11 grade level, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service. Specialized experience for this position is defined as participating as a team member in the management of small business programs to achieve program goals as well as working with program offices and acquisition staff on small business-related matters.
Examples of this experience could include:
-Applying statutes, regulations, and procedures governing small business programs; OR
-Preparing reports regarding small business programs for review by senior team members or managers; OR
-Participating in the servicing of small business programs to extract data for analysis and make recommendations.
OR Education: You may substitute education for general or specialized experience as follows: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related
OR Combination: You may qualify by a combination of experience and education. To combine education and experience, the total percentage of experience at the required grade level compared to the specialized experience requirement, as well as the percentage of completed education compared to the education requirement must equal at least 100 percent. Only graduate level education in excess of the first 36 semester hours (54 quarter hours) may be combined to be considered for qualifying education.
Specialized Experience: For the GS-09 grade level, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 grade level in the Federal service. Specialized experience for this position is defined as supporting or assisting in the administration of small business programs and acquisition related matters to achieve program goals.
Examples of this experience could include:
-Applying statutes, regulations, and procedures governing small business programs and acquisition related matters; OR
-Assisting in the preparation of reports small business programs and acquisition related matters for senior team members or management; OR
- Experience communicating information, both written and verbal, in a clear and well-organized manner in order to exchange information with internal and external customers related to small business programs and acquisition related matters.
OR Education: You may substitute education for general or specialized experience as follows: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related
OR Combination: You may qualify by a combination of experience and education. To combine education and experience, the total percentage of experience at the required grade level compared to the specialized experience requirement, as well as the percentage of completed education compared to the education requirement must equal at least 100 percent. Only graduate level education in excess of the first 18 semester hours (27 quarter hours) may be combined to be considered for qualifying education.
Experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Education
The education generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education. If you are qualifying based on foreign education, you must submit proof of creditability of education as evaluated by a credentialing agency. Refer to the
