You will serve as an EQUIPMENT SPECIALIST in the PUBLIC WORKS BUSINESS LINE of NAVFAC ENGINEERING CMD MID-ATLANTIC.

Duties

You will determine maintenance procedures to maintain weight handling equipment in a high state of readiness. You will review and approve or disapprove customer planned purchases of all rigging gear and miscellaneous lifting equipment for all tenant commands aboard NSA Crane. You will perform maintenance, inspection and certification of category 2 and 3 cranes and rigging gear to ensure the equipment is safe to operate and meets NAVFAC P-307 requirements. You will perform maintenance, testing, and inspection of weight handling equipment for tracking and compliance purposes. You will schedule and conduct load tests and related actions necessary of weight handling equipment to ensure minimal criteria is met and the equipment is safe for use. You will determine when non-destructive testing is required on all weight handling equipment to ensure compliance with applicable standards. You will perform maintenance, inspection, and testing of weight handling equipment.

  • This is a bargaining unit position.
  • You will be required to obtain and maintain a current valid United States driver’s license.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Incumbent must hold and maintain valid Material Handling Equipment and Aerial Lift Platform licenses.
  • You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.

Qualifications

For the GS-11: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Applying modern weight handling theories, principles, methods, and procedures applicable to the operation and maintenance of a comprehensive range of weight handling equipment (WHE) and associated rigging gear; 2) Handling major issues, program goals and objectives, work processes, and administrative operations of a weight handling program; 3) Applying understanding of manufacturer's crane load capacity charts, load indicators, and complex lift plans as defined in the NAVFAC P-307; 4) Utilizing modern computer hardware and software to communicate and produce memos, letters, and reports related to WHE matters; 5) Identifying the effect of program changes caused by technology, regulations, laws, standards, codes, procedures, and funding while developing new programs and modifying existing programs in order to address changing customer and technical requirements, and aggressively seeks ways to improve customer service and program efficiency. For the GS-9: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-7 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Has basic knowledge of the characteristics, properties, uses, and interrelationships of assigned components, assemblies and/or sub-assemblies relating to Weight handling Equipment (WHE); 2) Has knowledge of codes, regulations, and standards relating to WHE; 3) Utilizing modern computer hardware and software to communicate and produce memos, letters, and reports; 4) Has some understanding of the effect of program changes caused by technology, regulations, laws, standards, codes, procedures, and funding. Education

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

For the GS-11:

Successful completion of a Ph.D. or equivalent doctoral degree.

OR
Successful completion of three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree.

OR

Successful completion of an LL.M. degree that is related to the position being filled.

OR

A combination of experience and graduate education as described above that equates to one year of experience. The percentage of the required education plus the percentage of the required experience must equal one hundred percent.

For the GS-9:

Successful completion of a master's or equivalent graduate degree.

OR

Successful completion of two full years of progressively higher graduate level education leading to a master's degree.

OR

Successful completion of an LL.B. or J.D. that is related to the position being filled.

OR

A combination of experience and graduate education as described above that equates to one year of experience. The percentage of the required education plus the percentage of the required experience must equal one hundred percent.
