This position is located in the Department of Housing and Urban Development, Office of the Chief Human Capital Officer.

Duties

As a Supervisory Human Resources Specialist, you will: Exercise full supervisory authorities and provide occupational-specific technical and administrative direction at least 25% or more of the time to subordinate employees performing the work and functions of the organization. Ensure that the work of the division's employees complies with legal and regulatory requirements and meets agency or customer needs. Conduct business process studies and data analyses supporting opportunities to improve HUD's Performance Management, Awards, Recognition, Federal Employee Viewpoint Survey (FEVS),, Employee Engagement, and Innovation programs. Develop, administer, coordinate, and oversee HUD's Performance Management Programs (PMP) (General Schedule), the Awards Program (monetary and non-monetary), and Employee Recognition Programs (e.g., Public Service Recognition Week). Develop and lead the enterprise employee engagement and culture strategy, planning, and reporting, in collaboration with agency leadership, senior executives and political appointees, leaders and managers, and others to improve the work experience of employees. Oversee a variety of strategic projects that incorporate cutting edge technologies and innovative organizational approaches to fundamentally rethink how the Department operates.

Qualifications

You must meet the following requirements within 30 days of the closing date of this announcement. Specialized Experience: For the GS-15 grade level, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 grade level in the Federal service. Specialized experience for this position is defined as experience leading a team and providing support and guidance to senior leadership applicable to human resources on strategic planning, major policy initiatives, management priorities, and operations. Examples of experience could include: - Leading HR strategic planning initiatives and major programmatic studies to enhance mission performance in support of organizational goals and objectives; OR - Experience in human resources making long and short-range plans to ensure that stated goals, objectives, and deadlines are met, and developing corrective actions when needed; OR - Preparing briefing materials, speeches, etc. for senior officials on significant HR issues for presentation to senior government and/or industry groups. OR - Researching and interpreting directives or other authorities on a variety of issues or governmental regulations related to human resources and communicating findings to senior leaders; OR - Experience in implementing and managing the operational aspects of multiple human resources systems, processes, and transactions. Experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-15 you must have been at the GS-14 level for 52 weeks. Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
