This position is located in the Professional Liability and Financial Crimes Unit of the Legal Division. eDiscovery Specialists in this Unit support attorneys who investigate and litigate professional liability claims and pursues entry of restitution and forfeiture orders in criminal actions related to failed financial institutions.

Duties
Facilitates the analysis and disclosure of Electronically Stored Information (ESI) collected for eDiscovery purposes, monitors data collection efforts, creates appropriate file structures, converts document images, and creates and edits load files.
Conducts research using library references, files, corporate records, private and governmental studies, electronic databases (such a Westlaw, LEXIS, and PACER, CLEAR), and other pertinent sources to supply needed legal or factual information for inclusion in memoranda, directives, and pleadings. Analyzes data, develops recommendations and justifications for the attorneys for use in interpretation and advisory requests, or in litigation.
Prepares memoranda and correspondence reflecting relevant facts, sources, legal authorities, and citations. Assists in drafting legal documents such as subpoenas, exhibits, and witness preparation documents for hearings. Assists in the preparation of internal position papers analyzing novel or unique legal or factual issues.
Designs and executes search strategies for employing sophisticated Relativity eDiscovery software applications to locate, recover, and organize potentially responsive ESI in connection with investigatory and litigation work.
Assists Professional Liability and Financial Crimes Section (PLFCS) in developing and carrying out Discovery Response Plans; assists in implementing and ensuring compliance with litigation holds, including maintaining ESI and documents subject to litigation holds; and assists in ensuring that cases are managed in compliance with FDIC eDiscovery policies, procedures, and practices. Coordinates with the eDiscovery Group regarding various eDiscovery requests and issues.
Provides agency attorneys and paralegals with technical assistance specifically dedicated to researching, reviewing, and retrieving ESI, including the operation of the Relativity eDiscovery software programs and automated systems. Supervise the activities of private contractors hired to assist in completing high volume eDiscovery projects. Attends trials and other legal proceedings to provide support for trial proceedings, especially with respect to the manner in which electronically stored information is to be presented as evidence.
Qualifications
Qualifying experience may be obtained in the private or public sector. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g. Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic, religious spiritual; community; student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. At the CG-11 level: To qualify, applicants must have completed at least one year of specialized experience equivalent to at least the 09 grade level or above in the Federal service. Specialized experience is defined as experience providing eDiscovery support in investigations or litigation, including the organization and maintenance of electronically stored information through the use of Relativity litigation support technology.

Education: Ph.D. or equivalent doctoral degree; or 3 full years of progressively higher level graduate education leading to such a degree; or LL.M., if related.

A qualifying combination of experience and education as described above.
At the CG-12 level: To qualify, applicants must have completed at least one year of specialized experience equivalent to at least the 11 grade level or above in the Federal service. Specialized experience is defined as experience providing eDiscovery support in investigations or litigation, including facilitating the use of assisted review tools and designing advanced search strategies in the Relativity eDiscovery platform. Assisted review tools are defined as the use of Technology Assisted Review (TAR) or Active Learning. Advanced search strategies are defined as the use of structured and conceptual analytical tools, including email threading, textual near duplication, clustering, keyword expansion, or similar document detection.
