THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION.
This National Guard position is for a HR SPEC (R&P), Position Description Number PDD1040000 and is part of the WY Human Resources Office, Wyoming Army National Guard.
This is a Title 32 Dual Status Technician Excepted Service position. Military affiliation is required.
Duties
This position is located in a state Human Resources Office (HRO) that has responsibility for servicing both Army and Air National Guard full-time personnel. The purpose of the position is to provide support for recruitment and placement, military technician compatibility, permanent change of station moves, pay setting, recruitment and retention allowances, and reduction-in-force. Accomplishes work through the use of a variety of automated personnel systems and programs.
(1) Provides advice and support to managers, supervisors, and the Human Resources Officer on recruitment and placement matters for a variety of professional, administrative, technical and clerical occupations GS-09 and below and for wage grade occupations WG-10 and below.
(2) Accumulates and analyzes statistics concerning recruitment and placement function such as turnover rates, quit rates, promotions, minority
hire rates, hiring lag time, etc.
(3) Reviews and verifies information on requests for vacancy announcements to assure correctness.
(4) Sets rates of pay for General Schedule (GS) and Federal Wage System (FWS) technicians for appointments, transfers, promotions, changes to lower grade, and changes between GS and FWS pay systems.
(5) Responds to inquiries on recruitment and placement related matters from the serviced workforce and coordinates with NGB-HR as required.

AREAS OF CONSIDERATION:
Primary consideration will be made from Areas 1, 2 and 4. If referrals are not made from the target category, subsequent referrals may next be made from Area 6 (if eligible).
Area 1: All permanent and indefinite Wyoming National Guard (NG) WY ARNG employees assigned within the Human Resources Office.
Area 2: All permanent and indefinite Wyoming National Guard (NG) T32 Dual Status technicians employed within the Wyoming Army National Guard.
Area 4: All current M-day soldiers of the Wyoming Army National Guard.
Area 6: Current military members of the US Army, Army Reserves, or other states' Army National Guard units or prior service members of one of those military branches. Must be willing/eligible to join the Wyoming Army National Guard as a military member prior to appointment to position.

DESCRIPTION OF WORK: Work performed is in administrative positions that manage, supervise, administer, advise on, or deliver human resources management products or services.
GENERAL EXPERIENCE:
Experiences, education, or training in clerical, office, or other work that indicates ability to acquire the particular knowledge and skills needed to perform the duties of the position to be filled.
SPECIALIZED EXPERIENCE:
Must possess at least 12 months experience, education, or training which provided a basic knowledge competency of human resources business elements and can discuss terminology, concepts, principles, and issues related to this competency; experience using reference and resource materials and experience in program functions such as, maintaining personnel records, performing personnel functions associated with recruitment and placement activities, reviewing position descriptions manual records, and researching record data. Experience operating a computer, utilizing multiple computer programs, and performing keyboard functions. Must have at least three months experience, education, or training which provided a basic working knowledge of National Guard missions, organizations, and personnel programs.
NOTE: General and Specialized Experience will be used to determine qualifications for the announced position. Applicants must provide from (e.g., 02/2015 - 03/2017 or Feb 2017 - Mar 2017) dates and hours worked per week with description of your specialized experience on the resume.
MILITARY REQUIREMENTS: Selected candidates will be required to be in a compatible military grade and assignment prior to the effective date of placement.

Must possess a valid driver's license.
Education
Substitution of Education for Experience:
Education in excess of the first 60 semester hours (i.e., beyond the second year) is creditable toward meeting the specialized experience requirement. One full academic year of study (30 semester hours) beyond the second year is equivalent to 6 months of specialized experience.
You must provide transcripts or other documentation to support your educational claims. To receive credit for Education, you must provide documentation of proof that you meet the Education requirements for this position.
