A successful candidate will serve as a Human Resources Specialist, performing the full range of those functional duties for a wide variety of scientific, engineering, professional, administrative, technical, and clerical positions in both the competitive and excepted service. The full range of appointing authorities will be used to include special authorities and veteran hiring.

SPECIALIZED EXPERIENCE REQUIREMENTS
To meet the basic requirements for the NQ-201-03 pay band, you must have one year of specialized experience equivalent to the next lower NNSA pay band, i.e., NQ-02 or GS-12 equivalent in the federal service which has equipped you with the competencies and knowledge required to perform successfully the duties of this position. Specialized experience for this position is defined as experience performing ALL of the items listed below. You are required to include examples of this experience in your resume. If you do not provide examples, your application will be considered incomplete and removed from further consideration.
Experience serving as a recognized authority advising managers, other human resources professionals, and employees on Title 5 federal civilian staffing and placement regulations, policies, and flexibilities. (This should include delegated examining, merit promotion, direct hiring authorities, and noncompetitive hiring options for both competitive service and excepted service.)
Experience performing job analysis and crediting plans/assessments; drafting and posting vacancy announcements; reviewing applications for eligibility and qualification determinations; issuing certificate; setting pay.
Experience coding personnel actions in accordance with OPM Guide to Processing Personnel Actions.
Experience resolving a variety of human capital management issues in order to meet managements staffing needs in a timely and effective manner.

Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
