Duties

As a Management and Program Analyst you will: Analyze and evaluate the management practices and methods, and administrative operations of an organizational unit. Analyze and evaluate the efficiency and effectiveness of a public health or related program, or a segment of a program, within a Department of Health and Human Services (HHS) organization. Advise managers and program officials on management or program-related policies and procedures. Review and evaluate established managerial and program policies and procedures to determine gaps where additional guidance is needed.

Qualifications

All qualification requirements must be met by the closing date of the announcement. Minimum Qualifications for GS-11: To qualify at the GS-11 grade level, you must have at least one year of specialized experience at or equivalent to the GS-09 grade level, which must include the following experience: performing administrative analysis; and analyzing and evaluating the effectiveness of personnel and management operations. OR Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related AND Combination of experience and education: Have a combination of specialized experience and graduate level education that meets 100% of the qualification requirements for this position. Minimum Qualifications for GS-12: To qualify at the GS-12 grade level, you must have at least one year of specialized experience at or equivalent to the GS-11 grade level, which must include the following experience: management practices such as monitoring personnel requests using automated programs; recommending improvements to increase efficiency of operations; and preparing reports to track hiring and personnel actions and provide status updates. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Promotion potential: Promotion to the next grade level is at management's discretion and is based on your meeting qualifications and time-in-grade requirements, demonstrated ability to perform the higher-level duties, the continuing need for the higher-level duties, and administrative approval. Promotion to the next grade level is not guaranteed and no promise of promotion is implied.
