This position is located in the U.S Department of Labor (DOL), Veterans' Employment and Training Service (VETS), Office of Research and Policy (ORP).
This position is inside the bargaining unit.
Duties
Coordinate and/or develops new program objectives and legislative and regulatory initiatives to facilitate the achievement of VETS goals and objectives.
Develop new programs and/or policies to assist national and regional offices in addressing reoccurring problems related to the administration and enforcement of laws under VETS' purview.
Review and analyze statutes and executive orders to provide guidance to the agency concerning the implementation of new
program assignments and develops implementing regulations.
Develop policy recommendations based on research studies, administration, and legislative priorities, and DOL priorities for consideration by key agency officials.
Work with leadership and program staff to develop and formulate interpretations and policies regarding the application of statutes administered and enforced by VETS.
Requirements
- Must be a U.S. Citizen.
- Must be at least 16 years old.
- Candidate required to obtain the necessary security/investigation level.
- Requires a probationary period if the requirement has not been met.
Qualifications
You must meet the Specialized Experience to qualify for Policy Analyst, as described below.
For GS-12: Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level GS-11 in the Federal Service.
Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level.
Specialized experience must include at least two of the following:
Experience in analyzing and writing legislative, or budget proposals related to agency initiatives.
Experience performing program analysis to identify gaps in services, develop alternative solutions, and propose legislative changes.
Experience managing and contributing to drafting technical assistance on laws, managing and drafting and clearing responses to Congressional inquiries.
Experience managing reports for legislative review, and other legislative review processes, to include drafting responses and scheduling meetings.
